This position is part of the Southwestern Power Administration. As a Program Analyst, you will be performing a variety of complex technical, fiscal, and
administrative analysis functions supporting SWPA's strategic goals.
**This is not a remote position. The selectee will be required to be physically present at the Tulsa, OK duty location.**

As a Program Analyst, you will:
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-09] in the Federal service. Specialized experience for this position is defined as experience in at least two (2) of the following:
Facilitating or participating in internal and external regulatory monitoring activities.
Advising leadership and stakeholders of changes to regulatory standards, requirements, and legislation having program impacts.
Facilitating or participating in risk-based compliance assessments and gap analysis.
Maintaining the Agency's NERC compliance and internal control programs.

3 full years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. This education demonstrates the knowledge, skills, and abilities to do the work of the position to be filled.

Combination of graduate level education and specialized experience which is equivalent to the work of the position and equivalent to the GS-09 level in the Federal service. This education and experience meets 100% of the qualification requirements for this position.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
