About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
This position is with the US Army Intelligence & Security Command, 780th MI BDE, 781st MI BN responsible for performing budget formulation, execution, financial reconciliations, and management of a variety of budget and management programs.
Duties
Monitors the obligation rates of budgeted funds with Program officials and the staff
Uses the Resource Management Tool (RMT) to reconcile prior year records of commitments, obligations, and expenditures
Analyzes budget estimates and supporting data to provide recommendations for various funding programs assuring compliance with regulatory and legal limitations and restrictions
Executes and assists in formulating and justifying annual and multi-year appropriations
Performs analysis and evaluation of programmed versus actual budgetary execution in attaining program objectives
Evaluates changes in Program requirements and determines the effect on the obligation and expenditure of current funds and future year budget needs
Certifies financial obligations on funding availability using General Fund Enterprise Business System-Sensitive Activities (GFEBS-SA).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
- Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
- Temporary duty (TDY) travel is required 15% or less.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Position is considered Non-Combat Essential (NCE)/KEY and the essential nature of the position prohibits it from being vacated during a national emergency or mobilization.
- Position cannot be filled by Ready Reservists, Standby Reservists, or military retirees with recall obligations.
- Position is designated Mission Essential – incumbent is required to report for duty during inclement weather, Natural Disasters, and other emergency situations – may be required to remain on duty after the official shift ends.
- Mandatory overtime, irregular and/or rotating shifts, evenings, nights, or weekends may be required and may be subject to recall to duty.
- Incumbent must maintain a functioning telephone to aid in contact during recall/emergency situations.
- This a Financial Management Level 2 certified position – incumbent is required to comply with all DoD and DA requirements of this certification program – failure to obtain this certification within the required time may result in adverse action.

To qualify based on your experience, your resume must describe at least one (1) year of experience equivalent to at least the GG-11 grade level in Federal service which prepared you to do the work in this job. Specialized experience is defined as: Analyzing budget estimates and supporting data and provides recommendations for the various funding programs; applying policies and procedures to current and prior year expenditure transactions in conformance with accounting and financial administration directives pertaining to monetary and manpower resources; and, administering/monitoring Government Travel Card (GTC) and Defense Travel System (DTS) programs. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11).
