This position is located in the Department of Labor, Employment and Training Administration, Office of Grants Management (OGM). The incumbent oversees and manages the full range of federal assistance services provided for program offices served by OGM. This position is inside the bargaining unit.

Duties

Reviews and interprets new and established directives, instructions, regulations, and delegations of authority for impact on major grant objectives, operating policies, and work operations. Creates guidance and training regarding these new and established documents. Provides guidance to program officials, staff and grant recipients in the interpretation, application, and implementation of applicable laws and regulations, policies, procedures, and practices pertaining to all aspects of the grant life cycle. Prepares oral and written briefings, providing recommended course of action for management. Works with grant specialists, guiding their review of grant proposals for compliance with legal and regulatory requirements. Performs budget, cost, and price reviews, makes comments as necessary, and reports on the reasonableness of the offeror's grant application. Performs in-depth analysis of the grantee's cost proposals. Evaluates direct and indirect cost and price elements of labor, material, general and administrative expenses, travel, and other costs extending over the life cycle of the grant. Ensures grant documents are prepared accurately. The Senior Grants Management Specialist is responsible for the quality control of the ETA's grant programs. The senior staff expert assists in the planning, review, award, and oversight of agency formula-based and discretionary grants. Provides advice, training, and/or guidance to Program Office officials in the preparation of solicitation documents for the various ETA grant programs to ensure compliance with regulatory requirements. Leads and oversees the full range of Federal assistance services, including oversight of grant award document preparation, executing grant awards, grants administration, and close-out. Leads special projects as assigned by leadership. Provides leadership in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes and procedures). Estimates and reports on team progress to supervisor on meeting established milestones and deadlines and ensures all team members are aware of team goals and objectives. Reports to the supervisor and/or Division Chief periodically on team and individual work accomplishments, problems, and progress in mastering tasks and work processes. Reviews grant audit reports and makes recommendations on the validity and comprehensiveness of grant audits by determining if additional data is needed or corrective measures are required. Ensures that the necessary corrective action(s)are appropriate to resolve questioned costs. Reports to the Supervisory Grant Management Specialist and/or Division Chief on the actions taken with the grantee to resolve the audit findings. Serves as Senior Grants Management Specialist with responsibility for ensuring that the agency's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services. Accountable for the team's outcomes and results, such as the timely delivery of quality work products. Works collaboratively with the Supervisory Grants Management Specialist in providing leadership in identifying, distributing, and balancing the workload among staff; makes adjustments to accomplish established priorities; and ensures that each team member has an integral role in developing final team products. Effectively communicates assignments, projects, milestones, program issues, and time-frames for completion. Coaches the team in the selection and application of appropriate problem-solving methods and techniques; provides advice on work methods, and procedures; and assists staff in identifying viable solutions. Prepares reports and maintains records of work accomplishments and administrative information and coordinates the preparation, presentation, and communication of work-related information to the supervisor. Represents the team and conveys team findings and recommendations in meetings with all stakeholders. Participates in interoffice discussions regarding problem resolution for the larger, more complex grants and recommends corrective actions. Uses grant expertise to resolve complex grant problems; provides program and grantee officials with technical, program, and policy, guidance, advice, and/or training concerning grant management issues. Consults with program staff and the Solicitor's Office and exercises a lead role in developing internal methods and procedures consistent with existing regulations, policies, and procedures to assure regulatory compliance and program accountability necessary to accomplish the agency's Federal assistance activities. Develops policy, standard operating procedures, and checklists impactful to grants management. Plans and develops grant strategy as necessary for discussion and/or coordination between support personnel within and outside the agency.

Qualifications

For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience must demonstrate significant involvement in ALL of the following activities: Serving as a lead/expert in implementing and managing workforce development grant/cooperative agreement programs by providing grants-related assistance and services. Experience performing administration tasks for workforce development grant/cooperative agreement programs. Experience performing pre-award tasks for workforce development grant/cooperative agreement programs.
