Duties
This position is located in the Knowledge Management Section (KMS), Executive Office (EXO), Antitrust Division (ATR). EXO is a very dynamic and fast paced office, delivering the professional management services that power ATR's people and mission. Within EXO, KMS handles enterprise information management through Records Management and Library Services. This position is responsible understanding business processes, leading, and maintaining the change to electronic records, and developing, implementing, administering & operating a modern records management program.
As a Lead Records and Information Management Specialist, responsibilities of this position will include, but are not limited to:
Serving as the Antitrust Division (ATR) subject matter expert for all areas of Records and Information Management.
Providing technical guidance and advice to the Knowledge Management Section Chief, staff, managers, and field activities.
Developing long-range objectives, plans, and records management feasibility studies for overall program and specialized components of the program.
Advising senior officials on records management program disciplines and identifying procedures and methodologies that improve the effectiveness and efficiency in the lifecycle management (creation, retention, maintenance, processing, use, access, release, safeguarding, declassification, and final disposition) of DOJ and ATR records and documentation.
Applying broad knowledge of program elements policies and procedures to direct, control, implement and execute an electronic records management program.
Furthering the change of ATR's paper records to electronic record-keeping.
Assisting in establishing new records management systems by working with the Technology Directorate on electronic record-keeping requirements, records management applications, as well as the technology challenges of accessing and maintaining records over time.
Developing, maintaining, verifying and evaluating existing systems; and analyzing business processes to provide recommendation to improve workflow and create efficiencies through use of automated tools, systems, and technology.
Providing expert analysis performing a broad range of operating system and/or executive software and processing hardware support tasks associated with the ongoing creation, maintenance and enhancement of ATR's electronic information system.
Leading and assigning work to records management specialists; assisting with prioritization of work and the accurate measurement of workload prioritization and completion; and assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of the assignments, and the capabilities of employees.
Developing Electronic Records Standard Operating Procedures (SOP) and directives.
Performing other related duties as assigned.

Qualifications
To qualify for this position at the GS-14 level, your resume must reflect at least one year of specialized experience equivalent to the GS-13 level. Specialized experience is experience that has provided you with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described above, and that is typically in or related to this position being filled. This experience must be identified in your resume.
Examples of qualifying specialized experience at the GS-13 level include:
Managing the transition from paper records to electronic records;
Developing, implementing, administering, and operating a modern records management program;
Developing, maintaining, verifying and evaluating existing electronic records systems;
Analyzing electronic records business processes; and
Leading teams of record management specialists.
