You will serve as a MANAGEMENT & PROGRAM ANALYST in the ???????LIFE CYCLE PLANNING DIVISION of CARRIER PLANNING ACTIVITY.

Duties

You will assist in production of the Baseline Availability Work Package (BAWP) for continuous maintenance availabilities and integrate into modernization efforts from the approved plan. You will review data along with the ship's departure report and inputs. You will provide continuous feedback and data on the ship, concerning modernization efforts. The feedback is obtained from technical reviews, ship checks, project team inputs, and the completion BAWP. You will participate in life cycle maintenance analyses in an effort to promote continuous improvement. You will maintain a working level knowledge of all shipboard nuclear and non-nuclear systems installed on the aircraft carrier, their relationship to the other systems and agencies that provide technical support for these systems. You will monitor latest Ship Change (SC) programming. You will develop and issue Modernization Readiness Assessments (MRAs) and support the MRA meetings held by the availability project team. You will draft advanced planning guidance and authorization letters, Ship Program Manager (SPM) authorization messages, and Package Lock Messages. You will provide modernization-related input into the Executability Assessment for upcoming availabilities. You will perform analysis of SHIPALT/SCD cost and man-day estimates received from other activities. You will prepare tasking documents, coordinate project, negotiate due dates, and review products of farm-out engineering services products. You will attend A-12 Conferences, Project Review Conferences (PRCs), MRAs, IDS, and post-availability hot washes. You will provide periodic reports to supervisor on status of assignments, including milestones accomplished, budget expenditures, planned work, and potential project obstacles. You will resolve problems within the section by identifying and aggressively pursuing a course of action which will bring the situation into compliance with procedures and policies or recommend an alternative course of action. You will represent Carrier Planning Activity (CPA) in discussions, conferences, and liaison with other activities, both government and private. You will attend and participates in meetings, program and budget reviews, and conferences. You will schedule and chair process review meetings with CPA personnel and/or other activities to review status of project development, and to assign action items. You will develop statements of work and independent government estimates for technical support that will be accomplished by a contractor. You will review work accomplished by contractors to assure that it complies with the established task statement and to assure deliverables comply with good engineering and industrial practices, appropriate specifications and quality standards. You will monitor costs, delivery and performance of contracts.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning, developing, or implementing a lifecycle program to solve maintenance problems for the repair and modernization of an aircraft carrier or ship.
