You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the IN-SERVICE AIRCRAFT CARRIER PROGRAM OFFICE (PMS 312) of PROGRAM EXECUTIVE OFFICE CARRIERS.
Duties
You will implement financial management plans, procedures, and programs; to facilitate the effective, efficient, and timely application of financial resources to facilitate accomplishment of the In-Service Carriers mission.
You will assign work to develop and implement financial management policies, plans, and programs to facilitate the effective, efficient, and timely application of financial resources to achieve the organization's mission.
You will establish work assignments to be accomplished by the employees in the program, setting priorities, preparing schedules for work completion, and ensure the timely performance of satisfactory work efforts.
You will develop internal guidance and processes in relation to the execution of financial resources; while utilizing the DoD 5000 regulations to govern the DoD acquisition process as applied to assigned acquisition programs.
You will serve as the principal advisor to senior managers on the development, implementation and, revision of financial management policies, plans, and programs.
You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas.
You will conduct management evaluations of issues of financial consequence raised in audit reports, budget reviews, etc. and recommend alternatives for corrective action.
You will promulgate approved financial management policies within the organization based on DON policy and develops and issues implementing procedures.
You will prepares or review responses to external audits; e.g., FMB, GAO, etc., which involve financial management policy and procedures.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector leading program or project management operations, requirements, or functions (e.g. contracting, budget planning and execution, systems acquisition, costs, performance, schedules, or strategic planning) for the development, acquisition, maintenance, or modernization of In-Service Aircraft.
