You will serve as a MANAGEMENT AND PROGRAM ANALYST in the INFORMATION MANAGEMENT DIVISION of FIT/COMMUNITY MANAGEMENT.

Duties

You will document and manage IT requirements within Planning, Programming, Budgeting, and Execution System (PPBES) processes and organizational business and governance practices (i.e. PBIS-IT, CARIS, etc.). You will provide financial information in the form of financial reports, trend analyses of obligations and disbursements, comparisons of planned to actual performance to plan, and assessment of variances. You will develop detailed programming and financial planning justifications and documentation for inclusion in the POM submissions. You will serve as an expert analyst and advisor to leaders on IT program costs, annual/multi-year and long-range fiscal/program plans, and/or commercial issues for key organizational programs. You will perform or direct cost comparison/cost benefit studies of current or projected IT systems and programs. You will carry out the formulation of budget and cost estimates to support plans, programs, and activities to include presenting and defending budget estimates before authorities.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Utilizing PPBES (Planning, Programming, Budgeting & Execution Submission) process and Program Objective Memorandum (POM), Budget Submissions, and Execution according to policies and procedures. 2. Applying analytical and evaluative methods and techniques for assessing program financial execution, effectiveness, and efficiency. 3. Conducting reviews, analysis, interpreting, and summarizing budgetary data, program guidance, and resource execution. And 4. Managing DoD information management/information technology (IM/IT) resources in accordance with government procurement regulations and procedures.
