As a Program Analysis Officer (Deputy Executive Secretariat) at the GS-0343-14, you will be part of the Office of the Executive Secretariat, Privacy, and Information Management (OESPIM), Office of Personnel Management (OPM). If selected, you will be responsible for special projects that cut across and impact the agency, and the completion of certain administrative functions vital to the accomplishment of OESPIM's program responsibilities.
Duties
Provides advisory services to the Executive Secretariat and the OESPIM Executive Director on the most complex, technical, and operating aspects of assigned functions. Recognizes and responds to management's needs, including crises situations in assigned functional areas. Advisory services are frequently sensitive in nature.
Uses analytical and evaluative methods to assess and improve program effectiveness. The incumbent accomplishes this by selecting and applying appropriate evaluation and measurement techniques in determining the extent of compliance with the rules and regulations issued by OPM. This work may include evaluating the content of new or modified legislation, Executive Orders or OMB mandates for the projected impact on OPM and translating this legislation into program goals, actions, and services.
Prepares periodic and special statistical reports and accompanying analyses reflecting progress and accomplishments.
Performs evaluations and management analyses of operations (e.g., spending trends) and recommends improvements to achieve maximum cost efficiency.
Gathers and consolidates data and information for reports.
Monitors and evaluates staff functions and activities to ensure that assigned programs are executed in a consistent manner, that the OESPIM procedures and policies are interpreted and applied uniformly, that appropriate Agency and Federal laws, regulations, policies and guidelines are adhered to in day-to-day operations, and that effective and responsive services are provided throughout the organization.
Participates in planning and formulating programs to ensure that assigned activities are coordinated with other programs and functions; and to provide proposals and plans designed to improve and enhance program services.
Assists the Executive Secretariat in developing and establishing program strategies. Formulates strategies and analyses concerning the administrative efficiency of OESPIM programs and develops streamlined processes for implementation. Develops standards of service to customers.
Assists the Executive Secretariat in developing and implementing policies in assigned area as well as OPM. These policies are internal to OESPIM, yet their impact is far reaching across the agency (i.e., document management).
Coordinates activities as necessary with appropriate staff, elicits cooperation within OESPIM, confers with appropriate officials, consolidates and prepares related analyses, reports, recommendations, and briefs higher level officials, as necessary.
Incumbent carries out preparatory research, analyzes findings and presents alternatives to the OESPIM Director on a wide array of issues and special studies as they affect the organization. Provides background, presents findings, and makes recommendations on major programs and projects.
Incumbent serves as the liaison between the Director, OESPIM and other offices throughout OPM, including other Divisions and Offices.
Qualifications
For the GS-14 Grade Level: You must have at least one year of specialized experience which is equivalent in difficulty and complexity to the GS-13 grade level in the Federal Service (obtained in either the private or public sector) which demonstrates the following:
Developing policies and assessing program performance;
Providing technical expertise to executive level officials on program areas;
Managing administrative functions, work processes, and operations to achieve program objectives and implementing solutions;
Maintaining effective relationships and coordinating with officials from other agencies and private organizations; and
Analyzing problems, reasoning, and providing alternative solutions to complex issues.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level.
