WHAT IS THE RESEARCH, APPLIED ANALYTICS AND STATISTICS (RAAS) DIVISION?

Vacancies will be filled in the following specialty areas:
Research, Applied Analytics and Statistics Data Management
(1) One position located in RAAS, Data Management Division (Data Delivery & Support Lab)
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
The incumbent works with RAAS to develop strategies for growth, optimize operational processes, and prepare project plans to implement effective change. Facilitates meetings with identified Subject Matter Experts to implement those strategies. Meets with top-level managers and executives within RAAS, DCOS, and/or DCSE to define the overall goals and objectives for respective projects/initiatives.
Conducts analytical studies on key programs, policies and/or procedures to formulate solutions to address issues; determines business requirements to improve inefficiencies and delivers recommendations and determinations on how to proceed, including the methodology to be used, in improving business practices and processes.
Prepares recommendations for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support. Manages resources throughout the project lifecycle to meet goals and objectives. As needed, recommends adjustment of resources.
Conducts in-depth analyses of project data, requirements, and readily available information; identifies problem areas, and determines how to resolve them.
Conducts briefings and prepares comprehensive reports to keep managers and executives advised of project plans and progress, findings, and recommendations.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-15 LEVEL: You must have at least one year of specialized experience equivalent to the GS-14 level in the Federal Government. To be qualifying, your experience must be sufficient to demonstrate experience of applying a wide range of analytical and evaluative methods and techniques (e. g., segmentation, summary statistics, and modeling), qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and on an organizational or enterprise-wide level. You must also have experience applying management principles and processes to perform program or project management duties and to coordinate and integrate program or project objectives and recommendations; experience in directing the work of others and applying interpersonal skills to negotiate and influence for desired outcomes with all parties, and the experience in communicating analytical and technical project results both orally and in writing with Leadership at all managerial and technical levels. In addition, to be qualified for this position at this grade level, you must have experience leading or providing key support for enterprise or corporate level programs or projects that meet strategic or high risk, program plans, objectives and goals.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
