PSA is seeking an individual to serve as the Deputy Assistant Director for The Office of Planning, Policy, and Analysis. In this role, you will be a member of a dynamic organization and oversee the Agency's strategic planning, policy development and research and analysis functions. Duties
As a Program Analysis Officer, you will:
1. Manage OPPA staff responsible for the development, maintenance, and coordination of the Government Performance and Results Act (GPRA) and GPRA Modernization Act (GPRAMA) requirements for PSA; serve as the agency's Performance Improvement Officer (PIO), as defined by GPRAMA. Develop and update PSA's Strategic Plan and evaluate program results and outcomes against the strategic plan. Develop the PSA annual performance report; develop and apply planning and evaluation methods and procedures in accordance with relevant mandates and policies. Support, in coordination with the Office of Finance and Administration (OFA), preparation of PSA's Office of National Drug Control Policy (ONDCP), Office of Management and Budget (OMB) and Congressional budget requests and justifications.
2. Direct and supervise the development, maintenance and administration of the Agency's enterprise data warehouse and other business intelligence initiatives. Lead and coordinate data management practices with the application of data and statistical analysis principles, procedures, and tools such as modeling techniques, data analysis, data dictionaries, data warehousing, data mining, and data standardization processes. Manage activities to provide data and information for mission critical decisions, ensuring the delivery of timely and accurate data to PSA management. Oversee the facilitation of routine agency-wide performance data review; manage and ensure appropriate responses to internal data requests; serve as PSA's senior technical advisor for responding to requests from external agencies and entities for use of PSA data and performance information.
3. Work with the Deputy Assistant Directors and Assistant Directors to develop policies and procedures for PSA operational and administrative programs. Responsible for the appropriate coordination of policies and resolution of issues raised during coordination. Advise PSA management on implications of proposed new or revised policies. Maintain awareness of and analyze new and revised federal policies and trends in criminal justice and incorporates them into PSA policies and procedures, as appropriate.
4. Oversee establishment and administration of agency-wide quality management program. Work with Deputy Assistant Directors and Assistant Directors to develop quality assurance standards and procedures; oversee development and administration of methods for evaluating and maintaining quality within administrative and operational programs. Recommend and facilitate implementation of changes in business processes to enhance efficiency and ensure achievement of strategic goals. Develop and administer programs to gauge consumer and stakeholder satisfaction with PSA programs and services. Utilize results to recommend revision and/or modification of business practices, as appropriate.
5. Direct staff in the performance of research studies and the identification and analysis of narrative and statistical data to support internal executive and management decision-making requirements. Establish research methodologies and conduct impact evaluations of all aspects of PSA operations to facilitate the agency's efforts to develop and implement performance-based and data driven programs. Define the scope of research and evaluation initiatives and work with staff throughout the agency to ensure effective communication of program initiatives. Identify, and prepare, in coordination with PSA and CSOSA management, program data and information to support PSA/CSOSA in addressing external inquiries from organizations, such as the media, OMB, and Congress. Set and execute PSA's evaluation agenda through identification of areas for research and special studies.
6. Represent PSA on workgroups, interagency collaborations and partnerships related to information sharing, data exchange and other strategic planning, policy, performance management issues. Ensure adherence to all relevant federal requirements while promoting the Agency's goal of sharing information, as appropriate and permissible, with federal, state and local law enforcement and criminal justice entities.
7. Manage assigned staff. Provide administrative and technical supervision necessary for accomplishing the work of OPPA. Plan and assign work to subordinates, establish time frames and priorities; prepare performance standards and evaluate performance; counsel employees on work and administrative matters; interview candidates for positions, and take or recommend personnel actions; identify training needs for staff; administer leave policies and programs in accordance with affirmative action and equal employment opportunity requirements; assure that work products meet standards in areas such as deadlines, accuracy and quality; and identify means of improving the efficiency and effectiveness of the function.
Qualifications
To qualify for this position, you must meet the specialized experience requirement below.
To qualify for the GS-15 grade level, you must have one year of specialized experience related to the duties of the position that was comparable in difficulty and responsibility to the GS-14 grade level.
Specialized experience is defined as experience supervising and/or leading a diverse workforce in the areas of federal strategic planning, policy development and performance management. Experience also includes having a thorough background in applying data management practices and research and analysis methods to assess program effectiveness for organizational change.
