These job openings are in the Bureau for Humanitarian Assistance (BHA), in the following offices: Office of Asia, Latin America, & the Caribbean (ALAC), and Office of Middle East, North Africa, and Europe (MENAE).

Duties

Serve as a key member of a leadership team responsible for two or more Divisions that supervise a group of employees performing work at the GS-09 to GS-15 and FS-01 level. Develops strategies for planning and developing major Agency humanitarian assistance programs of national and international scope and impact. Directs the capture, reporting, and analysis of statistical data relating to the organization's operations and directs or personally performs special studies or projects. Serves as the primary USAID technical authority with respect to regulatory impact upon the rapidly evolving humanitarian assistance program. Identifies key policy issues and priorities, designs analyses, evaluates alternative agency strategies, and makes definitive recommendations to senior management. Reviews budget estimates submitted; analyzes program plans and information and identifies need for reprogramming and recommends the necessary action.

Requirements

Qualifications

Specialized Experience: GS-15 - You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes all of the following: (a) Initiating and leading interdisciplinary and interagency task forces within and outside the USG on policies and strategies impacting key international humanitarian priorities; (b) Leading the coordination, operations, and programming roles of civilian-based international disaster response of an organization before, during, and after a crisis. (c) Experience in/with the international civilian humanitarian assistance architecture, operations, related policies, regulations, and inter-relationships among the USG, donors, and other international organizations. (d) Directing a major programmatic component of an international civilian-based humanitarian assistance organization. Selective Placement Factor: This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not demonstrate the experience below are ineligible for further consideration. Your resume must demonstrate advanced experience in leading the coordination, operations, and programming of a civilian-based international disaster response organization before, during, and after a crisis. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Therefore, selecting officials will document the job-related reason(s) for qualification determinations without selective and quality ranking factors.
