The primary purpose of this position is to serve as the MAJCOM program manager for Nuclear Surety Staff Assistance Visit (NSSAV) and Nuclear Surety Requirements Validation (NSRV) planning, managing, and coordinating of Munitions actions.

Duties

As Munitions Subject Matter Expert (SME), plans, organizes, and oversees the activities of the Munitions area of NSSAVs and NSRVs. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and conduct of command wide functions and activities. Performs Nuclear Surety Staff Assistance Visits (NSSAV) and other compliance/readiness unit visits on all AFGSC Munitions programs/functions in accordance with Air Force Instructions, Air Force Manuals, and all other governing instructions and regulatory guidance. Coordinates with AFGSC staff, units, and other MAJCOMs and units as required to gain augmentee Munitions experts for NSSAVs and NSRVs. Selects augmentees from the aircraft and IBCM munitions candidates provided by supervisors, taking into consideration skills and qualifications and mission requirements. Develops and provides program specific NSSAV and NSRV criteria on a wide range of munitions area activities. Develops a variety of formal NSSAV and NSRV materials, such as guides, handouts, operating instructions, supplements, publications, exhibits, and visual aids to reinforce NSSAV and NSRV objectives and ensure compliance with directives. Represents HQ AFGSC at conference, workshop, working group and meeting activities related to the aircraft and ICBM munitions, and related areas regarding NSSAV and NSRV programs and issues. Provides technical assistance and support. Serves as the MAJCOM Munitions NSSAV and NSRV technical expert. Provides ongoing technical assistance and support to ensure proper munitions programs, system operations and procedures are instituted to preclude undue interruptions/interferences to munitions operations and services.

  • The incumbent is required to safeguard classified or sensitive information and/or files
  • The incumbent is required to work in a variety of facilities and outside locations under extreme weather conditions
  • Master’s degree is highly desired
  • Technical competency in nuclear capable aircraft or ICBM munitions procedures is highly desirable

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness; including management, planning, and measurement concepts, principles, practices, and methodologies. As well, ability to analyze functional requirements, translate observations into functional requirements, develop supportable recommendations for enhancement, and apply a wide range of methodologies and tools. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of theories and principles of aircraft and ICBM munitions planning, development and execution sufficient to coordinate and integrate functions into a total, well-structured and viable program, coupled with a comprehensive knowledge of aircraft and ICBM munitions procedures and design principles. 2. Knowledge of analytical and research methods and assessment techniques used in developing, testing, installing, operating, managing, and maintaining effective aircraft and ICBM munitions functional requirements. 3. Knowledge of fiscal, manpower, materiel, facilities, and services requirements necessary to support a program and develop and analyze data to determine aircraft and ICBM munitions objectives and goals. 4. Extensive subject matter knowledge in all major functional areas of nuclear surety, and NSSAV and NSRV program and process activities, coupled with the ability to identify support requirements (including funding and other technical support requirements) and establish relationships between the participants involved in deploying the plan, with emphasis on schedule development including complex exercise products. 5. Ability to communicate factual and procedural information clearly, both orally and in writing, then plan, organize, coordinate and direct all or a portion of an aircraft and ICBM munitions support project, to include directing personnel on NSSA Vs, NSR Vs, and other compliance/readiness visits. 6. Extensive knowledge of aircraft and ICBM munitions concepts and program management principles, techniques, and procedures, munitions accounting and reporting processes, training program development techniques, and security support as they apply to unit aircraft and ICBM munitions operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
