Duties

This position is located within the Department of the Interior, Office of the Secretary, Policy, Management & Budget Office located in Washington, D.C. At the full performance level (GS-15) the major duties of this position include, but are not limited to the following: 1. Establishes and oversees budgetary and fiscal controls for the BIL PMO and BIL/IRA Programs. 2. Develops and updates budget guidance for the BIL/IRA programs, for the Department and Office of Management and Budget submissions, as well as the President's Budget/Greenbooks. Ensures all budget guidance issued to BIL/IRA-funded bureaus reflects Departmental policy. 3. Serves as a subject-matter expert and resource for BIL/IRA programs ensuring consistency and compliance across BIL/IRA programs. 4. Interacts regularly with OMB and Executive Office of the President (EOP) offices on the status of BIL/IRA programs and financial execution and apportionments. 5. Defines and updates level of detail and reporting elements for all Congressional, OMB, and internal reports. 6. Establishes, in coordination with the Department of the Interior's Office of Financial Management and BIL/IRA-funded Bureaus and Offices, risk management and internal control guidance specific to the BIL/IRA programs. 7. Coordinates, in consultation with the Office of Financial Management and BIL/IRA-funded Bureaus and Offices, the Department of the Interior's response to BIL/IRA requests and inquires received from the Office of the Inspector General (OIG), the United States Government Accountability Office (GAO), and the Department's financial statement auditors. OS has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-15: $163,964 - $191,900 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Must meet all. Interpreting, analyzing and applying the Federal Financial Management Improvement Act and Federal Managers Financial Integrity Act. Interpreting, analyzing and applying OMB Circulars A-11, A-50, A-127, and A-130. Analyzing operational processes and developing new processes and procedures; and Manipulating data to develop comparisons and identify trends and alternative scenarios sufficient to advising high-level officials on results.
