The primary purpose of this position is to serve as the MAJCOM Program Manager for Nuclear Surety Staff Assistance Visit (NSSAV) and Nuclear Surety Requirements Validation (NSRV) planning, managing, and executing post-NSSAV actions. As a key analyst coordinates with units, MAJCOM staff, and outside agencies to schedule, conduct, and complete follow-on analysis activities.

- Work will require frequent travel away from the normal duty station on military or commercial aircraft.

- The incumbent must have experience conducting trend analysis and presenting assessments of results via Inspector General Evaluation Management System (IGEMS) or similar systems.
- The incumbent must have experience in programming, planning, and scheduling inspections, unit visits, exercises, or similar activities via Gatekeeper, Inspector General Evaluation Management System (IGEMS) or similar systems.
- The incumbent must have logistical experience organizing group travel, transportation, and lodging.
- Must be able to obtain and maintain a secret security clearance.
- The incumbent is required to safeguard classified or sensitive information and/or files.
- Bachelor’s degree highly desired.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, as Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes1) knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events, 2) expert knowledge of pertinent laws, regulations, policies, precedents, budget and mission priorities, and related support resources which affect Operation procedures, and 3) mastery in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of theories and principles of NSSAV and NSRV Readiness, development, and execution sufficient to coordinate and integrate functions into a total, well-structured and viable program, coupled with a knowledge of the functions of the NSSAV Team and relationships among command missions, programs, systems, procedures, activities plus the regulatory framework.
2. Knowledge of research methods and assessment techniques used in conducting trend analysis of observations, deficiencies, and overall assessment results.
3. Knowledge of fiscal, manpower, materiel, facilities, and services requirements necessary to support a program and develop and analyze data to determine NSSAV/NSRV Readiness, objectives, and goals.
4. Extensive subject matter knowledge in all major functional areas of nuclear surety, and NSSAV and NSRV program and process activities, to include knowledge of safety, security regulations, practices, and procedures as they relate to security theory and the principles, methods, practices, and techniques of NSSAV readiness, with emphasis on schedule development including complex exercise products.
5. Ability to analyze problems, establish objectives, carry out projects and assess progress while working in a multifunctional environment involving interaction with executive and management levels of the Air Force and DoD where negotiation of complex issues and maintaining professional working relationships are critical.
6. Ability to communicate factual and procedural information clearly, both orally and in writing, then plan, organize, coordinate and direct all or a portion of a nuclear control order procedures, command post, and nuclear command, control, and communications support project, to include directing personnel on NSSAVs, NSRVs, and other compliance/readiness visits.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
