You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the Navy Civilian Benefits Center of OCHR NORFOLK OPERATIONS CENTER.
Duties
You provide guidance and assistance to junior staff members on benefits and retirement programs and the use of benefit computer applications.
You will provide counseling on the Federal Employees Retirement System (FERS), Civil Service Retirement (CSRS), Thrift Savings Plan (TSP), Federal Employees Health Benefits (FEHB), and Federal Employees’ Group Life Insurance (FEGLI).
You will resolve benefits and retirement problems which require the incumbent to utilize comprehensive knowledge and research of benefit and retirement laws, regulations and procedures.
You will provide counsel on the impact and implication of benefits and retirement laws, regulations, entitlements and obligations.
You will determine retirement eligibility and prepare retirement annuity estimates utilizing benefits computer software.
You will counsel employees about crediting civilian and/or military service deposits post 1956, towards Civil Service Retirement System (CSRS), Federal Employees Retirement System (FERS) retirement as appropriate.
You will review and resolve problems in FEHB, FEGLI and TSP enrollments and utilizing Defense Civilian Personnel Data System (DCPDS), update Payroll Recon database, review OPM CLER reports and resolve discrepancies with FEHB Carriers.
You will conduct training of internal staff and develop and present briefings for external customers on federal employee benefits.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

Qualifications
For the GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience providing counseling to employees about the entitlements under the federal employee systems and ability to determine correct retirement coverage and counsel employee based on employee's service history.
Experience providing counseling to employees on crediting military service towards applicable CSRS/ FERS Retirement plans.
Experience providing counseling to employees on crediting civilian service for retirement contributions and deductions towards Civil Service Retirement System (CSRS)/ Federal Employees Retirement System (FERS) retirement.
Experience counseling employees regarding TSP benefits, eligibility to continue Federal Employees Health Benefits (FEHB) and Federal Employees' Group Life Insurance (FEGLI) coverage into retirement.
Experience reviewing and resolving issues with FEHB, FEGLI, TSP enrollments and correcting benefits data reports in Defense Civilian Personnel Data System (DCPDS) to ensure proper reconciliation.
For the GS-09, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience assisting with counseling and briefings on benefits/ retirement for serviced employees utilizing practical knowledge of retirement, health and life insurance laws, regulations, and policies.
Experience with preparation of military and civilian deposit applications, federal employee health benefits/ life insurance and TSP enrollments to assist with proper documentation and ensure requirements are met timely.
Experience using a data personnel system and payroll systems such as DCPDS and DCPS to review and process updates to employee benefits information, solving benefits problems and coding/ processing personnel actions for benefits related transactions.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
GS-09:
Successful completion of a master's or equivalent graduate degree
or
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
or
Possession of an LL.B. or J.D. that is related to this position being filled.
