This position is located in the Human Capital Branch (HCB), Office of Administrative Services (OAS), Office of Science Management and Operations (OSMO), Office of the Director (OD), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), Department of Health and Human Services (DHHS).
Duties
If selected for this position, you may perform the following duties:
Provides expert advice and actively participates in OSMO, OAS, and HCB staff and/or Division/Office management-level meetings and discussions pertaining to human resources management operations for the Institute.
Provides authoritative advice on the administrative and management implications of human resources policy, process, and program proposals.
Partners with other HCB or NIAID staff in reviewing and evaluating Institute human resources program activities and operations, preparing necessary analyses, and providing recommendations and solutions to complex human resources issues or problems.
Prepares and presents briefings on complex, and sometimes controversial, human resources matters; oversees the preparation of a variety of comprehensive status reports, management summaries, and briefing papers for NIAID senior leadership which identify human resources issues or problems, assess the overall condition of work completed or in progress, and outline recommendations and solutions.
Collaborates with NIAID Division Administrative Officers to develop both short- and long-range management plans and strategies for the efficient and effective oversight of the Institute's human resources activities, needs, and operations.
Serves as a full member of the both the HCB and OAS management team; participates fully in discussions and decision-making on human resources-related management and policy issues.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
To qualify for the Supervisory Management Analyst GS-343-14 level, if you meet the following qualification requirement:
You must demonstrate in your resume at least 1 year of qualifying specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing expertise on a wide variety of administrative matters associated with human resources programs and operations; utilizing analytical and evaluative techniques to resolve human resources operational issues; and providing guidance on human resources policies, procedures, and authorities.
