This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. You will serve as the Assistant Enterprise Chief Information Officer (AECIO) in the Cyber Engineering & Digital Transformation Directorate (SEA 03) of NAVSEA HQ FIELD SUPPORT.

Duties

You will provide leadership and guidance in critical areas of technology administration, including budgeting, resource development and allocation, policy formation, technology evaluation, and service development, delivery, and deployment. You will provide assistance to the Enterprise Chief Information Officer (ECIO) in managing business operations to improve cost effectiveness, service quality, and IT operational effectiveness. You will lead, manage, and direct the efforts of a broad and widely diverse group of people and activities committed to ensuring the Enterprise data base systems are properly integrated and installed as necessary for maximum achievable effectiveness. You will lead acquisition/in-service and/or technical/integration of the portfolio management of IT systems to include cost, schedule, and performance. You will work with the ECIO to develop the planning to rationalize and deploy new and technology refresh IT capabilities. You will lead acquisition and sustainment efforts (contracts, budgeting, acquisition documents, design and development, integration, product support strategy development, etc.) for new acquisition IT portfolio. You will provide expert IT advice and guidance across the Navy Enterprise, Assistant Secretary of the Navy, OSD and other DoD Components responsible for effective and efficient management of mission essential programs and initiatives. You will direct development of data; risk mitigation approach, creation of position papers, and execution of comparable activities that support development of goals and objectives related to program management. You will serve as a recognized expert and senior adviser to develop and/or refine policy and procedures for management programs. You will lead management studies and advise organizations. You will develop new administration methods and approaches to evaluate alternatives, which serve as precedent for others. You will develop and recommend measures to enhance program compliance and program policy that may require deviating from traditional guidelines to adapt and/or develop new and innovative methods. You will provide executive leadership in the areas of Enterprise Architecture, policy, governance and compliance matters. You will interpret IT policies in order to manage risk, develop and promulgate IT plans and policies, ensure compliance with prevailing laws, ensure compliance with the Clinger-Cohen Act, and establish standards and procedures.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Cyberspace Workforce position, work role code 752 (Cyber Policy/Strategy Planner). The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 broadband level (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a mastery of Information Technology (IT) policy and planning practices to develop or interpret operational policies related to the life cycle management, operation or retirement of IT systems. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
