This position is located in the Department of Homeland Security, United States Coast Guard, Sector Columbia River (SCR), in Portland, OR.

Duties

As the Security Specialist, you serve as the Command Security Officer for SCR and subunits within area of responsibility. The incumbent acts as the security policy adviser to each Commanding Officer, manage resources involved with the physical security and facility access for the units, coordinate efforts with the Assistant Command Security Officers (ACSO) at each subunit. Act as a liaison with other federal, state, and local law enforcement officials. Visit units on an annual basis ensuring compliance of record keeping and unit security programs. Manage all security clearances and initiate members for new or updated clearances. 

Requirements

  • A non-disclosure agreement must be signed.
  • U.S. Citizenship is required.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • The applicant is subject to pre-appointment and random drug testing.
  • Background Investigation is required.
  • Must obtain and maintain a SECRET clearance.

Qualifications

To Qualify for the GS-11: Applicants must have one year of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include:  Analyzing and resolving difficult and complex security threats. Planning and implementing protective methods and security procedures. Interpreting policy and resolving security situations that arise. Applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various degrees or levels of security controls Responding to problems or questions involving implementation of security guidelines. Experience with processing security clearances and maintaining classified workspaces.  Using technology and state-of-the-art security equipment and devices in planning and implementing protective methods and security procedures. OR  Ph.D. or equivalent doctoral degree  OR 3 full years of progressively higher-level graduate education leading to such a degree. OR LL.M. if related. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
