You will serve as a GG-0080-13 Security Specialist for NAVAL INTELLIGENCE ACTIVITY in Arlington, VA. As the Regional Special Security Officer (RSSO), you will be responsible for the protection of sensitive or classified information, personnel, physical security, facilities, resources, processes, or other sensitive materials.
Duties
You will execute and implement the policies and procedures governing the protection of Sensitive Compartmented Information (SCI) facilities, operations, information, and material.
You will use delegated authority for independent reviews, analysis, and approval authorizations for Sensitive Compartmented Information Facility (SCIF) construction and renovation projects.
You will evaluate the overall project cost, scheduling, contract requirements, and potential impact to fleet readiness, mission, and project success.
You will use expertise and experience to lead self-inspections, staff assistance visits, and visual TEMPEST inspections for permanent, temporary and tactical aircraft, ship, shore, and submarine based SCI facilities.
You will be the delegated accrediting authority for temporary and tactical elements and exercise Certified SCIF Inspector (CSI) Authorities as delegated by the NAVINTEL CSA and Navy Accrediting Official in order to maintain SCI Security Operations.
You will provide guidance and direction relating to establishment of Sensitive Compartmented Information (SCI) Facilities to ensure adherence with ICD 705 in order to identify budget and operational items of interest.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a 2-year DCIPS trial period.
- Must achieve Security Professional Education Development (SPeD) Security Fundamentals Professional Certification (SFPC) and must achieve SCIF inspector certification within two years of employment.
- Travel required (within/outside the U.S.).
- Must have the ability to climb ladders, bend, twist, and crawl along floorways and under deck plates and equipment.
- Must have normal color vision.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as:
1. Execute and implement policies and procedures governing the protection of Sensitive Compartmented Information (SCI) facilities, operations, information, and material.
2. Lead self-inspections, staff assistance visits, and conduct physical, technical, and industrial security inspections.
3. Conduct security policy reviews, security briefings, and security training.
4. Manage and maintain security databases for the organization.
