Duties

Serves as an IA Compliance Management PM and can responsible for: risk assessment projects, Operational Technology (OT) Risk assessment projects, IT acquisition risk evaluations and OT acquisition risk evaluations. Serves as a Risk Assessment project manager and member on a number of working groups that collaboratively plan, develop, complete and deliver Security engineering work and or (continued) provide understandable assessment of risk to senior leadership and risk management approaches to minimize risk to the DLA mission. Acts as Authoritative Cyber engineering representative for DLA on Cloud services and infrastructure, Operational Technology integration, IT Technology integration and operation cyber initiatives. DOD and DLA Web Content filtering oversight and administration, PPSM implementation on the use of Internet protocols, application and data services that traverse DOD networks connected to the Global Information Grid (GIG). Aids in Enterprise security declaration, readiness, and sustainment services for Information Technology (IT) technical vulnerabilities in support of continuous monitoring for the DLA Approving Official (AO) (continued) and their oversight on DLA's operational IT environment, while working for DLA Information Operations, Cybersecurity. Supports technical IT SME, Information System Security Managers (ISSMs), Information System Security Officers (ISSOs), Information Operations, Enterprise Applications and DLA Information Operations, Enterprise Infrastructure Services PMs, and the AO. The incumbent represents the Branch Chief in audits and inspections for information and program Status of Risk Assessments and Information Assurance Engineering efforts. Responsible for the oversight of Risk assessment program management of Enterprise IT Infrastructure, Cloud Infrastructure and OT Infrastructure, providing project management support to the Cybersecurity service area. Defines, coordinates, and documents IA procedures and practices for the DLA Enterprise. Conducts risk assessments and advises the stakeholders on the impact of threats and vulnerabilities to the system. Provides input to analyses of alternatives and mitigations to achieve an effective security solution that enables the mission/business function.

Qualifications

To qualify for an IT SPECIALIST (INFOSEC), your resume and supporting documentation must include: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes: Expert in the NIST 800 series, IAVM and STIG programs, infrastructure audit readiness, and the corresponding oversight for assuring time-sensitive coordination for compliance tracking, facilitation of remediation/mitigation, risk acceptance, and escalation/reporting to the DLA AO, Joint Force Headquarters DOD Information Networks and United States Cyber Command where applicable. Expertise to ensure prioritization of emerging and existing technical vulnerabilities are assessed for risk and effectively communicated to Management. Thorough and comprehensive knowledge is required to provide authoritative advice and guidance, to resolve complex technical problems, to plan, lead and/or conduct program reviews, to develop recommendations for or against agency and/or center adoption of specific technologies/tools, and to provide advisory services. Expert knowledge of contract management practices and procedures sufficient to serve as primary Contracting Officer's Technical Representative (COTR) for contractors supporting the Compliance Management functions. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed: 1. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
