You will serve as a Human Resources Specialist (Recruitment & Compensation) in the Executive Support Staff Division, C-1100 in theNORFOLK NAVAL SHIPYARD.
Duties
You will advise managers on recruitment strategies, sources of applicants and special programs.
You will guide managers in collecting all required documentation to accompany recruit actions.
You will develop short- and long-range staff plans to forecast civilian personnel mission requirements.
You will provide guidance for setting/adjusting pay for new and continuing employees.
You will perform research on a variety of HR related subjects.
You will provide training to employees, supervisors and managers.
Requirements
- Must be a US Citizen.

Qualifications
GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying a wide range of recruitment and placement concepts, including special recruiting authorities and strategies.
Experience preparing policy and/or written instructions as required.
Experience providing advice and guidance on available recruitment strategies and practices.
GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience researching and applying research findings to the functional areas of Human Resources to include, staffing, recruitment, and compensation;
Experience advising management on the development of full compensation packages using a variety of available options, such as incentives, superior qualification appointments, credit for non-federal service and repayment of student loans;
Experience utilizing the variety of recruitment strategies and appointing authorities that emphasize affirmative employment and use of veterans hiring programs.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For GS-09:
Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree

LL.B. or J.D., if related
For GS-11
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
