Duties

DUTY 1: Technical Advisor. Subject matter expert who clearly understands the science and technical details of: the airborne and ground-based nuclear materials collection requirements, the field analysis data, the field analysis equipment, and the supporting maintenance equipment used to analyze airborne and ground samples. DUTY 2: Training and oversight. Ensures all Debris Alert Officers (DAOs) in both the Operations Flight and Detachment 1 aretrained on the technical science behind the operational missions to include atomic and nuclear phenomena, radiation, chemistry, physics, and meteorological transport and that they maintain their qualification and currency. DUTY 3: Technical management. Applies knowledge of nuclear physics, chemistry, and meteorological transport to the development of operational collection procedures and the development of test criteria and test plans in support of acquisition efforts to obtain new airborne collection and field analysis equipment. DUTY 4: Debris Alert Officer. Performs Debris Alert Officer duties in support of NDC&A and NTNF missions.

• This is a key position. Incumbent must be removed from any military recall status if alternatives are not available for filling this position during an emergency are not available.
• This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.

• The employee will be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Qualifications

This is an Interdisciplinary position that can be filled as a GG-0840 Nuclear Engineer, GG-1310 Physicist, or GG-1320 Chemist. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): Nuclear Engineer 0840 A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Degree: physics; or related degree that included at least 24 semester hours in physics. OR B. Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound. Chemist 1320 A. Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR B. Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery of physics, chemical, or nuclear sciences at a detailed level and a professional knowledge of meteorology is required. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of physics, chemical, or nuclear sciences and a professional knowledge of meteorological transport for the detection, identification, and analysis of airborne nuclear materials. 2. Extensive knowledge of the operation of nuclear radiation measurement equipment, especially alpha, beta, gamma and beta-gamma coincidence counting equipment as well as nuclear effluent transport, detection, collection, and analysis. 3. Substantial knowledge of nuclear laboratory analysis, evaluation techniques, and radiation safety. 4. Knowledge of software coding, especially Python, C++, Gamma vision, R, and SQL sufficient to ensure software files generated in the field can be moved between organizations. 5. Knowledge of security procedures to maintain control of classified materials. 6. Ability to communicate effectively orally and in writing and in a clear and accurate fashion to ensure a diverse group of personnel with differing technical backgrounds understand the collection and field analysis capabilities and to complete the training of personnel whose nuclear backgrounds range from high school to college levels. Other significant facts pertaining to this position are: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. The employee will be required to go TDY for weeks to months at a time in support of airborne or ground-based collection operations or for continuity of operations during hurricane evacuations. Incumbent will be the initial alert responder and the materials technical expert who oversees the technical collection requirements and/or field analysis. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
