Duties

- Performs professional scientific work in the areas of atomic and nuclear phenomena, radiation and chemistry/chemical engineering. - Recommends and implements action to correct deficiencies, increase efficiency and/or improve capabilities; modeling nuclear and/or chemical processes; developing or confirming new analytical techniques; defining technical tasks for contractors and government laboratories; initiating/obtaining interagency agreement or commercial contracts and other functions related to assigned area of responsibility. - Candidate must maintain knowledge of current relevant research and development programs in nuclear physics and engineering; identifies state-of-the-art developments which may have application to improving mission capabilities; proposes and leads mission enhancing and cost saving alternatives; and applies new theories unique to situations for which there no precedents. - Represents organization at technical discussions, conferences and symposia with DOD and other government agencies, contractors and international agencies, and professional scientific societies; and advocates for the organization's position on nuclear treaty monitoring issues.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: NUCLEAR ENGINEER GG-0840- 13 A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure, written test, specified academic courses, or related curriculum. Degree: physics; or related degree that included at least 24 semester hours in physics. OR B.Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound. Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR B. Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. Examples of creditable experience include: knowledge of technical analyses of effluent from and signatures of nuclear weapons, reactors and other nuclear phenomena related to nuclear treaty monitoring sufficient to serve as a recognized consultant and expert on national and international groups and committees. Knowledge and skill to initiate, evaluate and advise on laboratory analysis techniques; and to evaluate analysis objectives and coordinate revised objectives and/or techniques related to nuclear materials and effluent. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Substantial professional knowledge of chemistry, physics, and nuclear data evaluation requirements and methods. 2. In-depth knowledge of mission requirements for the detection, identification and location of nuclear detonations. 3. Ability to evaluate highly complex scientific information in relation to scientific theory and observed results; and to apply sound scientific judgment in addressing unprecedented situations. 4. Substantial skill in applying scientific, theoretical principles of physics with an emphasis on nuclear detection. Ability to keep abreast of foreign nuclear testing programs; and to recognize and anticipate subtle changes that may affect organization's monitoring capabilities. 5. Ability to communicate effectively both orally and in writing, in order to produce scientific reports and high-level briefings; and maintain good working relationships. 6. Knowledge of security procedures to maintain control of classified materials. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
