Duties

This position is located at the South Florida Natural Resources Center (SFNRC) at Everglades National Park. The SFNRC is a major applied sciences center with responsibility for both Everglades ecosystem restoration as well as natural resources program management. Scientists within SFNRC provide scientific information and environmental assessments to three NPS units (Everglades National Park, Biscayne National Park and Big Cypress National Preserve) and to Department of Interior on Everglades Restoration issues. Within the Everglades Restoration and Research group, the SFNRC manages the Critical Ecosystem Studies Initiative, a program that funds external science projects and manages between 20 to 40 cooperative agreements in a given fiscal year. A large proportion of these agreements are coordinated under the South Florida and Caribbean Cooperative Ecosystems Studies Unit (CESU) of the National Park Service (NPS). The SFNRC Director (GS-15) reports directly to the Everglades National Park superintendent (SES). The SFNRC consists of branches and teams with an annual operating budget of approximately $12 million. The Administrative Branch within the SFNRC provides the full spectrum of administrative services to the SFNRC. This high level administrative supervisory position serves as the SFNRC Program Support Specialist with direct line authority to plan, develop, manage, and evaluate SFNRC administrative functions, while directly coordinating with the Administration Officer of the Everglades National Park. The incumbent participates fully in the development, implementation, and evaluation of present and long-range goals and objectives for the SFNRC. Directly supervises management analysts and administrative support assistants while directly working with a budget analyst. Directs the financial planning development efforts for the SFNRC by serving as liaison between the SFNRC staff and SFNRC Director Plans, develops, coordinates, and implements standard operating procedures (SOPs) and processes for all aspects of the SFNRC administrative activities including budget/finance, human resources, contracts and cooperative agreements, acquisition and property, and facilities management to streamline the center activities. This duty requires interpretation of various federal, DOI, NPS and EVER administrative policies, and the creation of SOPs to facilitate the work of the South Florida Natural Resources Center, and are compatible with agency and unit policies.

Qualifications

All qualifications must be met by the closing date of this announcement-03/01/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Budget and financial management of a large organization; 2) Development of standard operating and administrative procedures for a large organization; 3) Advisory and human resources liaison roles to management; 4) Acquisition and procurement (contracting and purchasing) and assistance agreements; 5) Facilities management. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location.
