About the Position: As a Personnel Management Officer you will be responsible for all Manpower, Personnel, and Administration advisory services in support of a Directorate; AND perform a wide variety of civilian human resources functions (recruitment/staffing) to include serving as a Civilian Personnel Advisor in support of the total personnel management program.

Duties

Servies as the principal consultant to the J1 and has the delegated authority to act as a full Deputy of the J1 and is authorized to speak for the J1. Directs necessary staff actions within J1 or within the directorate’s areas of responsibility and is authorized to make personnel related commitments for the command. Performs regulatory research and coordination with appropriate proponents as basis for developing internal and external policies and programs consistent with current DoD regulations/policies/guidance. Assists managers with implementing reorganizations that involve mission changes and realignment of positions and personnel as well as in identifying positions that should be reclassified prior to making such changes. Responsible for the justification and submission of manpower updates and changes to higher echelons; AND evaluates manpower/personnel actions addressing the functional and structural effects the actions make to their organization. Advises managers on resource management issues relating to future vacancies and recruitments including work year utilization, civilian pay, personnel levels, workforce performance, and funding. Advises management on performance plans and provides technical information on performance management systems. Interprets policies and provides advice on issues such as substance abuse, sexual harassment, hours of work, changes in working conditions/schedules, leave requests/administration, job related stress, pay entitlements, etc. Advises managers on Equal Opportunity (EO), Equal Employment Opportunity (EEO) and Special Emphasis Program (SEP) matters related to, feasibility and impact of EO/EEO programs, plans, and policies. Represents the command at meetings and conferences, processes all joint military awards, and oversees and manages the work of others. Perform a wide variety of civilian human resources functions related to recruitment/staffing and serves as a Civilian Personnel Advisor in support of the total personnel management program. Oversees internal management control systems and detects and prevents waste, loss, mismanagement, and in efficiency within the directorate.

Requirements

  • Must be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • A background investigation which includes contact with references, employers, co-workers, personal associates, and a review of a driving record, credit history, criminal history, and military service are required.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary, you can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementOrganizational AwarenessPersonnel and Human ResourcesWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement. Separated Military Members: Resumes will be accepted from members of the Armed Forces who indicate in their applications that they are available for appointment within 120 days of the closing date of this announcement. Military members may be appointed while on terminal/transitional leave, before the effective date of their military retirement/separation.
