About the Position:
Serves as the Division Chief for Training, Readiness and Exercises and is the subject matter expert and principal advisor to the Director of Operations and Commander on all actions pertaining to special operations training and readiness. This position is located at Homestead, FL.
Duties
Plan, manage, and supervise the Training, Readiness, and Exercise Program for Special Operations Command South (SOCSOUTH), a sub-unified command of the U.S. Special Operations Command (USSOCOM).
Oversee and approve the planning, direction, and timely execution of all training, readiness, and exercise management systems, programs, and policies that support the achievement of the Theater Special Operations Command (TSOC) goals and objectives.
Responsible for the oversight of Defense Readiness Reporting system (DRRS) reports and After Action Reports (AAR).
Prepare Program Objective Memorandum (POM) and Budget Estimate Submission inputs for these programs (includes USSOCOM Quarterly Readiness Board, Geographic Combatant Command Joint Forces Readiness Review, and Joint Training Information Mgmt. System).
Plan work to be completed by the Division, set and adjust work priorities, and review work schedules and objectives.
Exercise final authority for the full range of personnel actions and organization design proposals recommended by subordinate supervisors.
Communicate in Spanish and English at a professional level with Diplomatic Officers (USEMB), Information (USEMB Public Diplomacy / Foreign and Domestic Press Outlets), Senior Domestic and Foreign Military/Public Officers/Inter-agency and Officials.
Coordinate exercises programs, policies, and events with subordinate commands, force providers (e.g., Army/Navy/Air Force/Marine Special Operations Commands), and other agencies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- Incumbent is subject to no notice call-ins during non-duty hours for crisis action, contingency deployments, and other short notice operations.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires the incumbent to pass the Spanish Foreign Language Proficiency Test at a minimum of a 2/2 (listening/reading/speaking) level of proficiency.
- A one-year supervisory probationary period may be required.

Specialized Experience: One year of specialized experience which includes demonstrated experience using a high degree of knowledge of Special Operations Forces (SOF) training and readiness, doctrine, and resources; developing and implementing training exercises and plans to meet the command's goal and involve the participation of foreign and interagency partners; evaluating the effectiveness of training through the use of lessons learned program and exercise execution; managing the coordination and submission of after-action reports that may address the implementation of operational changes for improvement; performing lead and/or supervisory duties and resolve military and civilian personnel management matters.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
