About the Position: Serve as a Threat Finance Analyst for Special Operations Command South (SOCSOUTH) coordinating the Department of Defense Counter Threat Finance Program in the South American Area of Responsibility in relation to SOF operational and training activities; Assist in the implementation of the National Action Plan to Combat Terrorist Financing, which responds to the national security threat posed by international terrorist funding. This position is located in Homestead, Florida.

Duties

Responsible for the development of theater-wide Counter Threat Finance intelligence research, collection plans, reporting guidance, and the organization of activities for the collection and dissemination of Threat Finance intelligence data. Develops command-policy for countering Threat Finance activities based on analysis of raw and finished intelligence from multiple U.S. and foreign sources. Advise and assist the U.S. SOCSOUTH staff in the development of long-term Counter Threat Finance operations with emphasis at the operational (regional) level; maintaining the capability to initiate short notice operations against emerging targets. Develop innovative approaches for the U.S integrating Threat Finance C3I matters. Assist in the development of CTF specific language for inclusion/integration into joint publication and planning documents. Ensure security procedures and regulations are strictly adhered to in the processing of classified materials; AND interacts with internal and external officials, usually diplomatic, persuading and promoting professional working relationships. Plans, organizes, and coordinates the Department of Defense (DoD) Counter Threat Finance Program for SOCSOUTH, in accordance with regulatory guidelines, within the SOUTHCOM area of operations (AOR). Oversee operational threat finance requirements and collaborate with subordinate commands, other TSOCs, Combatant Commands, U.S. Government and Non-Government Organizations, and high-level officials from banking industry and law enforcement agencies. Provides finance specific analytical support and is responsible for all activities associated with identifying, detecting, targeting and interdicting terrorists and/or illicit criminal financial activities. Synchronizes U.S. SOCSOUTH Counter Threat Finance analytical activities with the financial counterparts in the banking/finance, academic, scientific, and other non-governmental sectors in efforts to counter terrorist financing activities.

Requirements

  • Must be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • A pre-employment and recurring background investigation that includes contact with all references, employers, co-workers, personal associates, and a review of your driving record, credit history, criminal history, and military service are required.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
  • This is a Term position scheduled to last 2 years. A term position may be extended to a maximum of six years depending upon the needs of management.
  • Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Will be required to travel 25% of the time. Travel to other MACOMs may occur several times a year.
  • Travel to various offices throughout Army South, USSOCOM, and to USSOUTHCOM AOR may be required for briefings, meetings, and conferences. Travel requirements may also be required to Central and South American and Caribbean countries.
  • Subject to no notice call-ins during non-duty hours during crisis action, contingency deployments, and other short notice operations.
  • SOF or TSOC experience desired but not required.
  • Proficiency in Spanish and familiarity with the USSOUTHCOM AOR is desired but not required.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementConcepts, Policies, and Principles of FinanceFinancial Management AnalysisPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
