About the Position: Developmental position to be selected at the GS09, GS11 or (full performance) GS12 grade level. Manage Routine and Crisis Action and Response Operations for the Plans and Operations Division. Responsible for supporting the operations of the Installation Emergency Operations Center (IEOC). Serve as supporting member and principal staff officer responsible for conducting operations ranging from routine support to current daily operations to crisis action and response (CA/R).
Duties
Manage Routine and Crisis Action and Response Operations in the areas of Fire and Emergency Services, Law Enforcement, Physical Security, Anti-Terrorism, and Force Protection.
Oversee Operational Planning Team activities working time sensitive current operations planning efforts that shape future operations that can lead to preventing or stabilizing an issue or crisis.
Develop or direct the development of new or modified operating procedures/and or policies concerning Fire and Emergency Services, Law Enforcement, Physical Security, and Anti-Terrorism and Force Protection.
Conduct detailed research, analysis and review in preparing staff actions and coordinating support for current operations, contingencies and crisis actions.
Perform communications system management and operator training and trains and coordinates with the Crisis Response Management Team (CrMT).
Coordinate and synchronize Installation Emergency Operations Center (IEOC) operations and maintains communication with state and local emergency management agencies.
Requirements

- Incumbent must obtain and maintain a Secret Security Clearance.
- Position requires occasional shift/Weekend and /Holiday work.
- Position is Key Essential under provisions of AR 690-11.
- Position requires On Call.

SPECIALIZED EXPERIENCE GS09
A. I have one year of specialized experience equivalent to the GS-07 level in the Federal service which includes event planning support, coordination and deconfliction of supporting activities and plan AND advising in procedures pertaining to task requirement and emergency services support management, tasking management and organizational performance assessments. OR
B. I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position such as Crisis Management or Security.. (Note: You must attach a copy of your transcripts.) OR
C. I have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) OR
D. I have the experience as described in A AND the education described in B. (Note: You must attach a copy of your transcripts.)
SPECIALIZED EXPERIENCE GS11
A. I have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes operational planning, coordinating and managing strategic planning forums and goal development AND advising in procedures pertaining to operations, training, crisis and emergency services management, tasking management and organizational performance assessments. OR
B. I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Crisis Management or Security. (Note: You must attach a copy of your transcripts.) OR
C. I have the specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. SPECIALIZED EXPERIENCE GS12
A. I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes directing planning events, managing of strategic plan and goal development AND establishing and codifying procedures pertaining to routine operations, training, crisis and emergency services management, tasking management and organizational performance assessments.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at the GS12 grade level.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-11 for the GS12 position OR GS-09 for the GS11 position OR GS-07 for the GS09 position.
