Judicial Security Division, Arlington, VA.
The selectee of this position serves as a Management and Program Analyst. You will be responsible for assisting with the Judicial Security Division workplan; monitoring obligations, expenditures, reimbursements, and transfers; serving as the liaison with the USMS Financial Services Division (FSD); and providing advice and assistance to Judicial Security management on budget/financial issues.
Duties
As a Management and Program Analyst at the GS-0343-12/13 level, some of your typical work assignments may include:
Providing advice and assistance to JSD management on budget/financial issues;
Analyzing administrative and financial procedures to identify more efficient and effective methods for accomplishing program objectives;
Verifying funds availability for obligating documents and invoices;
Analyzing new or proposed legislative actions and executive, federal, USMS guidance, policy, requirements and initiatives and assesses impact on program policies, processes, goals and objectives;
Monitoring, tracking, and requesting reimbursable funds from USMS Divisions and other Federal and local agencies as required; and
Facilitating the implementation and dissemination of procedural changes through effective written and oral communications.
The responsibilities described above are for the full performance level. At the developmental grade levels, assignments may be of more limited scope, performed with less independent, and limited complexity.

Qualifications
GS-12 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 grade level is required to meet the time-in-grade requirements for the GS-12 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
You may qualify at the GS-0343-12 level, if you fulfill one of the following qualifications:
Possess at least one year (12-months) of full-time specialized experience equivalent to the GS-11 grade level in the Federal service performing duties such as: 1) applying a wide range of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of a variety of programs; 2) providing advice and assistance to management on budget/financial issues; 3) developing consolidated budget estimates and supporting justification for an office or program; 4) providing guidance on interpreting regulations and procedures for execution of programs and budget formulation; and 5) identifying existing or potential problem areas to recommend necessary corrective actions or preventive measures. Possess at least one year (12-months) of full-time specialized experience equivalent to the GS-12 grade level in the Federal service performing duties such as: 1) leading a wide range of qualitative and quantitative projects for analyzing and measuring the effectiveness, efficiency, and productivity of a variety of programs; 2) providing advice and assistance to management on budget, financial, and policy issues; 3) developing consolidated budget estimates and supporting justification for an office or program; 4) interpreting regulations and procedures for execution of programs and budget formulation; and 5) identifying existing or potential problem areas to recommend necessary corrective actions or preventive measures.
