You will serve as a Management and Program Analyst in the Contracting Department of NAVSUP FLC NORVA GF.

Duties

You will plan, schedule and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations and programs. You will conduct studies of various functions: obtaining, compiling, analyzing, evaluating and synthesizing information to make data driven recommendations. You will investigate, conduct interviews and research work processes, administrative procedures, workload distribution, organizational structures, management processes, etc. You will apply analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and productivity. You will prepare and deliver high quality communications products to include concept papers, briefings, reports, information papers, graphs, and make presentations with study results and recommendations to management. You will develop new and modified work methods, organizational structures and processes to resolve problems and improve service and operations.

Qualifications

Your resume must demonstrate at least one year of specialized experience performing Management and Program Analyst work equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector providing subject matter expertise of management principles and processes. I have experience utilizing quantitative and qualitative methods and techniques, and skill in applying analysis and evaluation techniques in order to conduct studies of various functions: obtaining, compiling, analyzing, evaluating and synthesizing information to make recommendations. I've also applied a broad knowledge of business process analysis principles, and IT policies, issues, processes and procedures. The ability to communicate well both orally and in writing is required. Specialized experience may include the following duties: 1) Applying quantitative and qualitative methods, measurement, fact-finding, and investigative techniques, to provide data driven solutions that will improve organizational efficiency and effectiveness, for both internal and external mission partners; 2) Applying mathematical or statistical theory and methods to collect, organize, interpret, and summarize numerical data in order to provide usable information to make data-informed decisions; 3) Utilizing information systems and/or software applications, such as word processing, spreadsheets, automated research tools, the creation and maintenance of database applications, and use of the Internet; 4) Identifying, analyzing and improving business processes to increase performance, reduce costs, or accelerate schedules; and 5) Preparing and delivering briefings to management on findings and recommendations; to include creating concept papers, briefings, reports, information papers, graphs, and making presentations with study results and recommendations to management.
