The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Integrated Base Defense Security System Branch on the AF Security Force Center, a Primary Subordinate Unit of the AF Installation Mission and Support Center.
Duties
1. Plans, organizes, and directs the activities of Air Force Security Force Center, ensuring that security force complies with legal and regulatory requirements and meets customer needs.
2.Exercises supervisory personnel management responsibilities.
3.Represents AFSFC with a variety of installation and functional area organizations.
4. Provides program management, oversight, and direction for IBDCC and AF Security Force electronic security systems protecting Priority I through Priority IV resources.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicant has or will have within 120 days of closing this announcement at least one year of specialized experience equivalent to the GS-12 grade level or equivalent in other pay systems. This experience includes but is not limited to researching, interpreting, analyzing and applying security forces guidelines, policies, and regulations; representing the center by establishing, developing, and maintaining working relationship with those throughout the installation and agency; providing oversight, guidance, strategic planning, training, and recommendations of appropriate actions and improvements for security forces that impact the organization, installation, command, or agency; and exercising supervisory personnel management responsibilities.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of systems, procedures and requirements established in Air Force and DoD planning, programming, and budgeting systems. DoD Acquistion Instructions and CJCS Directives on Joint Capabilities Integration and Development Systems as it relates to DoD and Air Force Physical Security Program, directives, and the deployment and employment of security systems to include requirements for Qualification and Operational security systems testing. extensive knowledge of all aspects of interior and exterior security systems to include annunciators, surveillance and assessment systems, access control systems, remote target engagement systems and all testing and installation requirements. Extensive knowledge and capability to plan and manage the installation of electronic security systems and possess the ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements inclusive of professional principles, practices, techniques, and procedures to effectively perform lead functions associated with project development, execution, training, and advisory duties; pollution prevention; planning, programming, budgeting, and execution (PPBE); restoration, and/or conservation management environmental program.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan organize and direct the functions and staff of a small to medium sized organization.
4. Exceptional capability to communicate both orally and in writing and to brief Air Staff and other DoD personnel. Some experience writing and working on proposal efforts. Exceptional capability to create, understand, present project plans and schedule and manage resources, quickly prioritize, and be proactive.
5. Exceptional capability to evaluate new technology in electron security equipment and other equipment designed for security forces protection and ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancement, and provide management, sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgements.
6. Extensive Knowledge and understanding of the Certification and Accreditation process and working knowledge and understanding of the Enterprise Information Technology Data Repository and how it operates and functions with ability to understand interrelationships between different groups and resolve conflicts (particularly resource and schedule conflicts) and desire to build relationships that will maintian solid support and drive to be in charge of the issue resolution, including management escalation.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
