Duties

This Supervisory Human Resources Specialist (Labor Relations) position is located in Labor Relations (LR), Human Capital (HC), Enterprise Support (ES), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Additional duties include but are not limited to: Provides a full range of advisory services while providing guidance of the full scope of labor relations to managers and management offices in support of TSA's Collective Bargaining Agreement (CBA). Assigns work to subordinate personnel. Monitors work progress and completion, providing advice and support upon request. Establishes metrics by which progress and program success are measured. Ensures work assignments, position descriptions and performance standards are current and accurate. Serves as a Subject Matter Expert (SME) on a wide range of highly complex issues relating to collective bargaining negotiations, and issues relating to labor relations. Provides representation in meetings, and within various liaison activities with the exclusive representative for TSA's CBA. Reviews new legislation affecting TSA's labor relations programs, contract negotiations and administration, and other aspects of human resources programs to determine impact on existing labor agreements and current agency policies, programs, and procedures. Provides staff advisory services on TSA-wide issues pertaining to the potential impact of negotiations and third-party decisions concerning management, employee and union rights, including but not limited to statutes and other regulatory authorities. Resolves complaints and grievances before a formal review is requested. Advises TSA management officials on the application of Federal statutes, regulations and case law and provides technical assistance in these areas. This includes labor relations activities such as contract negotiations, negotiability determinations, grievance processing, interpretation of labor relations law, Union rights, management rights and alternative dispute resolution. Supervisory/Managerial duties includes serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as: Experience applying federal laws, policies and regulations related to labor relations; and Experience providing authoritative advice and interpretation on a wide variety of labor relations and collective bargaining matters (i.e. bargaining unit employee issues, negotiating and administering agreements etc.), and Experience collaborating with various federal stakeholders to resolve labor relations/union issues. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
