Duties
As a SUPERVISORY INTERNATIONAL PROGRAM SPECIALIST at the NH-0301-4 some of your typical work assignments may include:
Plans, develops, and directs operation of program policy, guidance, and problem resolution of the International Security and Security Assistance (Foreign Military Sales) programs. Serves as a senior advisor on international matters in the International Security andSecurity Assistance arenas, including developing agreements, statues, regulations, polices, procedures, and tools. Serves as an expert in security and program protection agency-wide.
Directs, guides, and develops security assistance policy and execution activities and manages the FMS Implementing Agency. Provides timely, comprehensive, and expert support to the Security Assistance community within the Departments of Defense, State, and Commerce and with the Defense Security Cooperation Agency/University (DSCA/DSCU) and combatant commands to facilitate the operational employment and extension of the U.S. Missile Defense System to foreign friends and allies. Compares program direction and guidance in directives, plans, and other documents to identify discrepancies against established objectives and schedules and recommends actions. Reviews and assesses major system acquisition strategies as it relates to complex weapon systems, foreign development programs, and international programs by tracking progress and metrics suggesting alternative approaches for activities behind schedule and alternate approaches for efficient and effective attainment of goals.
Oversees the development of price and availability data of complex weapon systems and leads the development of FMS Letters of Offer and Acceptance for foreign government representatives. Develops FMS cost, performance, and schedule with the Program Manager and external stakeholders. Prepares and submits FMS funding requests to the DSCA.
Serves as the central point of contact for the foreign customer and monitors and tracks measurable progress toward program goals of successful systems fielding and equipment support to the foreign customer. Arranges for visits and escorts high ranking U.S. and foreign personnel and attends high level conferences and meetings with senior business and government personnel. Drafts official program correspondence and drafts/executes Letters of Offer and Acceptance. Serves as the PM representative to official functions and as the PM point of contact on all visits to the U.S. by foreign nationals acquiring or interested in acquiring a weapon system.
Assigns work to subordinates based on priorities, difficulty of assignments, and the capability of employees; provides technical oversight and instruction on administrative matters; develops performance plans and rates employees; interviews candidates for subordinate positions; recommends hiring, promotion, or reassignment; takes disciplinary measures, such as warnings and reprimands; identifies developmental and training needs of employees; provides and/or arranges for needed development and training.

Qualifications
You may qualify at the NH -04 , if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below, meeting 2 of the 3 following statements:
Experience with Foreign Military Sales in order to develop performance, schedule, and price and availability data of complex weapon systems for the development of Letters of Offer and Acceptance.
Experience with leadership principles and corresponding ability to apply the principles in order to maximize subordinate performance and retain and recruit a quality workforce.
Experience with Foreign Military Sales portfolio and managerial experience to undertake management of MDA's Foreign Military Sales Implementing Agency covering Security Assistance case management, liaison officers, and the International Military Student Office.
