The position is located in the USDA General Counsel's Office of Information Affairs, Records Management Division. The incumbent will be a direct report to the USDA Departmental Records Officer (DRO) and has the potential to serve as a team lead. The incumbent specializes in all phases of records management work and is responsible for complex functions in the management of records and information, analysis, and training.
Duties
Assisting with administration and oversight of Department-wide records management functions and initiatives.
Developing procedures to ensure compliance with Federal recordkeeping regulations, statutes and policies.
Providing program briefings and advice to senior leadership officials and management on records and information management matters.
Assessing records program effectiveness and efficiency in compliance with recordkeeping requirements.
Developing records schedules that reflect program functions, deliverables and activities, incorporating media neutrality and overseeing them through the appraisal and approval process.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your non-award SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade.)
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

Specialized Experience: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that demonstrates at least 5 of the 8 following statements:
Audited records management program to ensure compliance with organizational policies and federal regulations.
Streamlined organization-wide processes and procedures to mitigate records management risks.
Developed and implemented organization-wide training to inform others of their responsibilities of recordkeeping.
Interpreted organizational records management policies and procedures to produce standardized processes for the organization.
Managed the scheduling and disposition of records held or created by an organization.
Provided technical advice and guidance on records and information management requirements.
Collaborated with stakeholders on matters impacting both analog and electronic records (e.g. email, social media, etc.).
Implemented strategic change within an organization and communicated action plans.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
