The primary purpose of this position is to serve as the MAJCOM program manager for Nuclear Surety Staff Assistance Visit (NSSAV) and Nuclear Surety Requirements Validation (NSRV) planning, management, and coordination for Maintenance actions.
Duties
As the Maintenance Subject Matter Expert (SME) plans, organizes, and oversees the activities of the Maintenance area of NSSAVs and NSRVs.
Performs Nuclear Surety Staff Assistance Visits (NSSAV) and other compliance/readiness unit visits on all AFGSC Maintenance programs/functions in accordance with Air Force Instructions, Air Force Manuals, and all other governing instructions and regulatory guidance.
Coordinates with AFGSC staff, units, and other MAJCOMs and units as required to gain augmentee Maintenance experts for NSSAVs and NSRVs.
Develops and provides program specific NSSAV and NSRV criteria on a wide range of Maintenance area activities. Develops a variety of formal NSSAV and NSRV materials, such as guides, handouts, operating instructions, supplements, publications, exhibits, and visual aids to reinforce NSSAV and NSRV objectives and ensure compliance with directives.
Represents HQ AFGSC at conference, workshop, working group and meeting activities related to the aircraft and ICBM maintenance, and related areas regarding NSSAV and NSRV programs and issues.
Provides technical assistance and support. Serves as the MAJCOM Maintenance NSSAV and NSRV technical expert.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

- Master’s degree is highly desired.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of aircraft and ICBM maintenance concepts, doctrines and principles to effectively conduct projects and studies in assessing aircraft and ICBM maintenance policy and resolving aircraft and ICBM maintenance-related problems. Knowledge of aircraft and ICBM maintenance systems and analytical programs to define problems, assess problems, and develop proposed solutions to functional problems in aircraft and ICBM maintenance systems and operations. Knowledge and understanding of higher headquarters management principles, methods, techniques, practices, and program objectives; and organization, functions, and missions of various user organizations in order to complete studies and/or projects, develop new or improved techniques/methods.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of theories and principles of aircraft and ICBM maintenance planning, development and execution sufficient to coordinate and integrate functions into a total, well-structured and viable program, coupled with a comprehensive knowledge of aircraft and ICBM maintenance procedures and design principles.
2. Knowledge of analytical and research methods and assessment techniques used in developing, testing, installing, operating, managing, and maintaining effective aircraft and ICBM maintenance functional requirements.
3. Knowledge of fiscal, manpower, materiel, facilities, and services requirements necessary to support a program and develop and analyze data to determine aircraft and ICBM maintenance objectives and goals.
4. Extensive subject matter knowledge in all major functional areas of nuclear surety, and NSSAV and NSRV program and process activities, coupled with the ability to identify support requirements (including funding and other technical support requirements) and establish relationships between the participants involved in deploying the plan, with emphasis on schedule development including complex exercise products.
5. Ability to communicate factual and procedural information clearly, both orally and in writing, then plan, organize, coordinate and direct all or a portion of an aircraft and ICBM maintenance support project, to include directing personnel on NSSAVs, NSRVs, and other compliance/readiness visits.
6. Extensive knowledge of aircraft and ICBM maintenance concepts and program management principles, techniques, and procedures, maintenance accounting and reporting processes, training program development techniques, and security support as they apply to unit aircraft and ICBM maintenance operations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
