The primary purpose of this position is to serve as the MAJCOM program manager for Nuclear Surety Staff Assistance Visit (NSSAV) and Nuclear Surety Requirements Validation (NSRV) planning, managing, and coordinating Personnel Reliability Assurance Program (PRAP) actions.

Duties

As Personnel Reliability Assurance Program (PRAP) Subject Matter Expert (SME), plans, organizes, and oversees the activities of the PRAP area of NSSAVs and NSRVs. Performs Nuclear Surety Staff Assistance Visits (NSSAV) and other compliance/readiness unit visits on all AFGSC PRAP programs/functions in accordance with Air Force Instructions, Air Force Manuals, and all other governing instructions and regulatory guidance. Coordinates with AFGSC staff, units, and other MAJCOMs and units as required to gain augmentee PRAP experts for NSSAVs and NSRVs. Selects augmentees from the PRAP candidates provided by supervisors, taking into consideration skills and qualifications and mission requirements. Develops and provides program specific NSSAV and NSRV criteria on a wide range of PRAP area activities. Represents HQ AFGSC at conference, workshop, working group and meeting activities related to the PRAP, PRP, AUoF, and related areas regarding NSSAV and NSRV programs and issues. Provides technical assistance and support. Serves as the MAJCOM PRAP NSSAV and NSRV technical expert.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

  • Work will require frequent travel away from the normal duty station on military or commercial aircraft.
  • May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.

  • Master’s degree is highly desired.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness; including management, planning, and measurement concepts, principles, practices, and methodologies currently in use by the AF and DoD. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. knowledge of pertinent laws, regulations, policies, precedents, budget and mission priorities, and related support resources which affect PRAP procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of theories and principles of Personnel Reliability Assurance Program, Personnel Reliability Program, and Arming and Use of Force planning, development and execution sufficient to coordinate and integrate functions into a total, well-structured and viable program, coupled with a comprehensive knowledge of Personnel Reliability Assurance Program, Personnel Reliability Program, and Arming and Use of Force procedures and design principles. 2. Knowledge of research methods and assessment techniques used in developing, testing, installing, operating, managing, and maintaining effective Personnel Reliability Assurance Program, Personnel Reliability Program, and Arming and Use of Force functional requirements. 3. Knowledge of fiscal, manpower, materiel, facilities, and services requirements necessary to support a program and develop and analyze data to determine Personnel Reliability Assurance Program, Personnel Reliability Program, and Arming and Use of Force objectives and goals. 4. Extensive subject matter knowledge in all major functional areas of nuclear surety, and NSSAV and NSRV program and process activities, to include knowledge of safety, security regulations, practices, and procedures as they relate to security theory and the principles, methods, practices, and techniques of Personnel Reliability Assurance Program, Personnel Reliability Program, and Arming and Use of Force systems, with emphasis on schedule development including complex exercise products. 5. Ability to analyze problems, establish objectives, carry out projects and assess progress while working in a multifunctional environment involving interaction with executive and management levels of the Air Force and DoD where negotiation of complex issues and maintaining professional working relationships are critical. 6. Ability to communicate factual and procedural information clearly, both orally and in writing, then plan, organize, coordinate and direct all or a portion of a Personnel Reliability Assurance Program, Personnel Reliability Program, and Arming and Use of Force support project, to include directing personnel on NSSAVs, NSRVs, and other compliance/readiness visits. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
