About the Position: This is a Management and Program Analyst position supporting the Science and Technology Reinvention Laboratory (STRL) Personnel Management Demonstration Project within the Technical Center, US Army Space & Missile Defense Command, located at Redstone Arsenal, Alabama.
Duties
Develop methods and procedures to resolve unique organizational and geographical problems in light of current and often conflicting regulations, policies, and implementation instructions.
Develop mechanisms and conducts oversight assessments to ensure program compliance with DoD and US Army standards.
Interpret and apply Fiscal/ Appropriation laws, policies and directives.
Analyze, coordinate and recommend proposals and revisions to Department of Defense and/or Department of Army and/or Command initiatives and policies for assigned programs.
Establish program goals and objectives, develops resource estimates and determines resource allocations for the Directorate.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- Temporary Duty (TDY) may be required up to 10% of the time.

Specialized Experience: One year of specialized experience which includes overseeing a wide variety of personnel, manpower, and financial management operations and functions supporting Laboratory Demonstration Projects; analyzing and evaluating impacts of proposed resource adjustments (dollar and manpower allocations) on current mission requirements; managing and conducting strategic resource planning for future requirements; and developing guidance to prioritize program; identify issues, and analysis tasks and requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-03/GS-13).
