This position is located in the Bureau of Political-Military Affairs, Office of Weapons Removal and Abatement (PM/WRA). The incumbent supports the Resource Management (RM) division as directed by the Resource Management Chief and assists with the procurement and oversight of over $200 million in conventional weapons destruction (CWD) foreign assistance funds. The incumbent serves as the primary contracting officer's representative (COR) for the office and coordinates all procurement actions.
Duties
Performs budget work for internal operating programs including the formulation, presentation, or execution of a budget. The incumbent manages all aspects of budget preparation and coordinates budget requirements with the Bureau Executive Director.
Interprets reports and other financial data for program review and analysis. Serves as regional expert analyzing and resolving complex issues related to the financial aspects of region-wide programs. Prepares recommendations for program managers.
Prepares allocation memos and congressional notifications to obtain PM/WRA resources in a timely manner and prepares all financial allotments and apportionment requests in coordination with the PM/EX/RM Division.
Manages and processes contract request information in the ILMS/ARIBA system and performs contracting officer representative responsibilities, including financial monitoring and analysis of PM/WRA service contract task orders and staffing contract.
Duties at the GS-12 level are similar to those at the full performance level of GS-13, with progressively more independence and responsibility.
Requirements

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience analyzing and evaluating financial management programs, policies and regulations.
Experience coordinating the delivery of various financial functions.
Experience preparing financial management reports.
There is no substitute of education for specialized experience for the GS-12 position.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience advising internal and external stakeholders on financial management programs, policies and regulations.
Experience overseeing and coordinating the delivery of various financial functions.
Experience analyzing financial management reports for trends and anomalies.
There is no substitute of education for specialized experience for the GS-13 position.
