This position is located in the Bureau of the Comptroller and Global Financial Services, Financial Policy Reporting and Analysis, Office of Federal Assistance Financial Management (CGFS/FPRA/FAFM). The incumbent serves as a Financial Management Analyst responsible for developing federal assistance financial policy, resolving financial issues, and making recommendations on changes to existing, and proposals for new, laws and regulations that impact Departmental financial policy and operations.
Duties
Develops authoritative policy, procedures and guidance on all issues related to the financial management of Federal assistance for the Department of State.
Develops and delivers proactive guidance and responses to inquiries from bureaus, posts and other agencies involved in Federal assistance.
Conducts management and financial reviews of bureau and post Federal assistance programs to ensure their internal procedures and processes comply with Federal and Department Federal assistance policies and regulations.
Analyzes changes to existing, and proposals for new, laws and regulations for their impact on Departmental financial policy and operations.
Gathers, analyzes, and compiles financial data related to Federal assistance, provide financial advisory services, and convey financial information in a variety of written forms and reports, including the Annual Financial Report (AFR).
Requirements

- Must be able to obtain and maintain a Secret security clearance.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing authoritative policy, guidance and training on the financial management of federal assistance.
Experience developing and analyzing reports on federal assistance financial status and condition.
There is no substitute of education for specialized experience for the GS-14 position.
