The primary purpose of this position is to provide effective oversight of the administrative and technical aspects of the vehicle operations and maintenance program for 88th Air Base Wing Civil Engineer Directorate. To act as focal point for 88 ABW/CE for all government owned and General Services Administration (GSA) vehicles.

Duties

1. Serves as a focal point between 88 ABW/CE and the 88th Mission Support Group Logistics Readiness Division/Vehicle Contract Management Branch (88 MSG/LGRV) for all vehicle matters. 2. Maintains control over assignment and directs rotation of all government and GSA vehicles to each 3-letter division and shop within 88 ABW/CE 3. Ensures all vehicle operations perform daily inspections and operator maintenance using the Operator's Inspection Guide and Trouble Report as a guide. 4. Performs a complete range of standard receiving and storing of assigned stock, tools, tool kits and/or equipment items. 5. Supports supply personnel in the performance of inventories. 6. Performs a complete range of issuing duties on assigned items.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/tabs/group-standards/ SPECIALIZED EXPERIENCE: Applicants must have at least one 3 years of general experience, and 1 year of which was equivalent to at least NH-01 grade level or (GS-4) equivalent in other pay systems of specialized experience in the Federal service experience in vehicle fleet. This experience must have demonstrated a general knowledge and understanding of traffic or transportation programs or operations. OR EDUCATION: I have successfully completed 4 years above high school. Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to assist in conducting studies of vehicle use to determine the most efficient and economical use of all assigned unit vehicles and the ability to assist in organizing vehicle maintenance accounts: to keep track of maintenance costs, maintenance receipts and usage statistics. 2. Knowledge of DoD policies/fiscal projections and prepare justifications for all assigned vehicles and the ability to assist in preparing training package for operators of special purpose equipment. 3. Knowledge of vehicle mechanics and ability to assist projecting vehicle downtime and unavailability due to maintenance, repair and certification and the ability to write inspection and accident reports. 4. Skill in preparing and delivering briefings on vehicle and safety findings and knowledge of safety regulations, practices and procedures. 5. Skill in the use of tools/equipment; storing various items; set up and maintaining a neat, well organized and secure storage area; receive, store, issue and inventory parts, tools and/or equipment; and maintain records using automated and/or mechanized systems without more than normal supervision and knowledge of a wide variety of tools and parts. 6. Ability to interpret instructions specifications, etc., from shop personnel and tools and parts catalogs and the ability to inspect tools, parts and equipment for visible damage and make determinations as to feasibility of repair. 7. Ability to suggest substitution of parts/tools when they are damaged beyond repair; determine causes of overages/shortages; determine need for calibration of tools; identify items by general descriptions from shop personnel and setup and/or shift storage locations. 8. Ability to respond to a range of questions from other government agencies, internal and external customers and/or others regarding government vehicles. 9. Ability to communicate effectively, both orally and in writing and the ability to analyze, correlate and evaluate data. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
