The primary purpose of this position is: To serve as the Security Specialist for the Administrative Assistant to the Secretary of the Air Force, Security, Special Program Oversight and Information Protection (SAF/AAZ) Directorate.
Duties
Duty 1: Implements and administers the Personnel Security (PERSEC) Program for Special Access Programs (SAPs) as designated by the Secretary of the Defense.
Duty 2: Manages all assigned functions and discharges all assigned responsibilities set by management to achieve and maintain quantity and quality control goals.
Duty 3: Provides policy interpretation and direction for the Personnel Security Program at SAP locations throughout the HAF/SAF.
Duty 4: Executes and enforces all operational, functional, and mission assurance aspects of the personnel security program to include the establishment and maintenance of Security Information Files (SIFs).
Duty 5: Serves as the SAF/AA Activity Security Manager.

- Department of Defense Security Fundamentals Professional Certification (SFPC), Security Program Integration Professional Certification (SPIPC) conferrals are required within 2 years of the established employee EOD
- This position is designated as a key position. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge in the purpose, objectives and essential program elements, supporting the restrictions of executive orders, law precedents, directives and regulations that govern the various DoD personnel security programs which impact Air Force security to ensure that all written directives are current, thorough and address the most efficient methods for formulating and applying personnel security policies. Knowledge of the functional and technical aspects of personnel security management for the purpose of prescribing personnel security policy in existing programs and proposed upgraded projects. Expertise in authoritative security databases/applications such as the Joint Access Database Environment (JADE) system, Joint Personnel Adjudication System (JPAS), Defense Information System for Security (DISS), Electronic Questionnaires for Investigations Processing (e-QIP) system, the Scattered Castles Database, and the Defense Central Index of Investigations (DCII) system.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Broad and inclusive knowledge of a wide range of security program relationships, special access programs and other security disciplines, and expertise in communications, information, physical, personnel, and industrial security.
2. Knowledge of required security training concepts, programs, procedures, and practices and ability to present clear, concise, complete, accurate and timely classroom and OJT training.
3. Expert knowledge of personnel security to plan and implement security programs in this area.
4. Knowledge in analytical theories, processes, programs and practices to accomplish broad studies and make well supported recommendations.
5. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the special access program for the enterprise.
6. Ability to establish effective business-like working relationships with coworkers, subordinates, and customers.
7. Ability to perform key decision-making and policy developing responsibilities in difficult and complex situations and ability to communicate effectively, both orally and in writing to successfully accomplish the mission.
8. Ability to plan and carry out reviews of unit and/or contractor special access security programs, analyze and evaluate reports and conditions to recommend remedial actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
