This position serves as the Compliance Program Analyst (Auditor/Alt. Records Manager) assigned to VA Portland Health Care System (VAPORHCS) and functions as an administrative member of the Compliance Section. He/she reports to the Chief Compliance Officer and is aligned under the Medical Center Director of VAPORHCS.

Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11, however a selection can be made at any of the following grade levels: GS-09 OR GS-11. At the GS-09 grade level, you will progressively acquire the background necessary to perform at the full performance level of GS-11. Major duties include, but are not limited to: Assurance of compliance with and implementation of regulatory requirements of Veterans Affairs oversight bodies including Office of Inspector General (OIG), Office of Research Oversight, National Archives and Records Administration, Privacy Compliance Assurance, local administration, VISN, and other oversight bodies as determined by appropriate authorities and national directives. Implementation includes system redesign. Works with the Chief Compliance Officer while creating/updating hospital policies, standard work, and documenting and reporting findings to appropriate personnel. This includes the establishment of operating procedures, guidance documents, and reporting procedure for all Compliance Section programs. He/she must continually review guidelines and directives issued by these programs and other governing agencies and authorities to ensure on-going facility-wide compliance with them. He/she uses a variety of software programs, including but not limited to SharePoint, Audits for Research Compliance (ARC), and Records Management MetaKnowledge Repository (RM-MKR), to complete work tasks and to retrieve, track and analyze pertinent data from databases and other web-based programs utilized by all programs of the Compliance Section. Curates, analyzes, compiles, consolidates, reviews and edits information relevant to compliance oversight activities and continuous readiness, review, and remediation. Analyses are regarding quality policy adherence, utilization patterns, non-compliance trends, performance measures/monitors, known issues, and areas of risk. Interprets and presents data gained from various federal and non-federal sources. Continually monitors data quality to ensure compliance with VHA standards, program goals and objectives are met. Reports findings to supervisor. Determines reasons for variations between goals and actual performance and takes or recommends corrective actions. HE/SHE applies substantive knowledge of Compliance program requirements to develop and implement innovative data quality management methodologies to assess and monitor data quality. Monitors auditing, monitoring, review, and training activities of the Compliance Section, including sources of data, processes obtaining data, serves as a resource for other department staff, participates in data curation as needed according to the guidelines of oversight regulations. Provides oversight of any data submission, performs auditing activities, and facility self-assessment if indicated based on analysis. Collaborates with the supervisor for the design, oversight, and to conduct reviews of the facilities compliance with regulatory oversight required activities. Preferred Experience: Monitoring or auditing experience; Records Management experience with how data is created, collected, used, stored, and destroyed throughout the organization; knowledge and understanding of VA directives, handbooks and applicable laws and regulations; strong written and oral communication skills to document actions, provide technical guidance and to meet and deal with customers; ability to use analytical tools and techniques, management information systems, computer applications and databases. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 7:30a.m. to 4:00p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet time-in-grade & specialized experience requirements within 30 days of the closing date of this announcement, 02/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09 Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assists collecting aggregate data sets using appropriate statistical analyses for clinical operations and practice; Assists management in understanding complex care systems at facility and national levels; Assists in developing and presenting recommendations for improving clinical data-management methods, follow-up procedures, and timely compliance with regulatory guidelines. Reviews information and applies standard analytical techniques; Assists in developing recommendations and proposals; and presents analyses to administrative and leadership; Assists with databases related to patient management systems, and actively participates in the development of clinical decision-support systems. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience as described above and graduate level education beyond 18 semester hours (or 1 year) in graduate courses that provided the knowledge, skills, and abilities necessary to do the work of the Program Analyst position to meet the total experience requirements for this grade level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. (See Education for Combination Example). GS-11 Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Independently collects aggregate data sets using appropriate statistical analyses for clinical operations and practice; Assess, understands, and determines organizational priorities, opportunities, and challenges within the health care environment; Supports management in understanding complex care systems at facility and national levels; Develops and presents recommendations for improving clinical data-management methods, follow-up procedures, and timely compliance with regulatory guidelines. Reviews information and applies standard analytical techniques; Develops recommendations and proposals; and present analyses to administrative and leadership; Conducts interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures; Develops and/or oversees databases related to patient management systems, and actively participates in or leads the development of clinical decision-support systems. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. Physical Requirements: The work is primarily sedentary, although some physical effort may be required when conducting environmental rounds. This involves occasional walking, standing, and bending. Education

GS-09 Combination Example: To determine if you met the combination requirements, total your qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; then add the two percentages. The total percentage must equal at least 100 percent to qualify.
  • For Example: The position to be filled is a Program Analyst, GS-343-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since they do not have any graduate study beyond the first year. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.)
GS-11 Combination Example:
  • The position to be filled is a Program Analyst, GS-343-11. An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.)
