You will serve as a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST in the Information Technology Services Division of the NAVAL ACADEMY.

Duties

You will configure hardware and software to enhance and maintain a computer system. You will resolve information technology (IT) interface problems within the organization IT infrastructure. You will brief senior leaders on the progress achieved toward meeting information technology (IT) strategic objectives. You will manage a workforce through supervisors who oversee projects and programs assigned to a division.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • The work is generally sedentary. Vision must be adequate to permit prolonged work with LCD monitors. Travel may be required within or outside the local region.
  • Work is performed in a typical office setting with the incumbent observing normal safety precautions.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays if an emergent security situation arises.
  • The employee may be required to work additional hours if an emergent security situation arises.
  • The employee may be subject to recall when circumstances warrant.
  • The employee must take applicable IA training and certifications and complete the annual Cyber Awareness training as outlined in DOD 8570.l M.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: public 1) Managing and supervising complex custom information technology design, development, modification and support of educational, professional, and administrative services in a college/university environment; 2) Originating technical approaches for advanced automation concepts to provide users detailed system analysis, design and requirements for technical solutions based on these concepts; 3) Consulting with customers to identify and specify requirements for developing overall functional and systems requirements and specifications to translate functional and technical requirements into designs and technical solutions. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving: I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Evaluating the feasibility of proposed new system development projects. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Installing operating systems in support of customer support concepts and methods. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Providing technical advice on risk management of technical and scheduling risks. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolving hardware problems and issues.
