You will serve as a IT SPECIALIST (PLCYPLN) in the DIVISION OF INFORMATION TECHNOLOGY SERVICES of NAVAL ACADEMY.
Duties
You will provide executive oversight and technical direction of information management and information technology (IM/IT) projects ensuring rigorous application of computer science and IM/IT principles, policies, and practices.
You will ensure implemented solutions, services, and support are adequate and appropriate to assure successful and efficient outcomes under a structured life cycle management program.
You will evaluate the risks and benefits of alternative solutions, addresses resource and other constraints, and provide recommended strategies for management approval.
You will oversee the development, procurement, and implementation of hardware and software products and services with architecture, configuration and/or design compliance considerations relative to institutional policy and standards.
You will ensure project goals and descriptors are documented and prioritized across business processes including but not limited to the IT Budget, cybersecurity vulnerability mitigation, and other associated areas.
You will lead department heads and associated teams in project selection, planning, acquisition, development, and deployment of new and updated hardware, software, networks, systems, services and associated infrastructure.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Program Manager (801) advanced level within 12 months of appointment.
- Some work my require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying computer science and Information Technology (IT) principles, policies, and practices in the planning, development, delivery, deployment and sustainment of cyber-secure infrastructure and services throughout an academic environment; 2) Planning and formulating policy, concepts, techniques, procedures, standards, and criteria for a college/university IT project management framework;3) Evaluating computer architectures, operating systems, system administrations and applications for end-user and infrastructure devices to ensure effective system life cycle management and security; and 4) Determining required hardware, software and IT services for an organization to ensure functional effectiveness. 5.) Defining, establishing, managing, and/or administering all IT architectures and equipment; 6) Installing, configuring and integrating commercial and government software products; 7) Managing operating systems in an academic environment for computer systems and networks ensuring accurate implementation of levels and classes of cybersecurity; and 8) Applying knowledge of federal acquisition processes and systems to purchase IT related services and/or equipment for an academic institution.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
