About the Position: The incumbent will serve as Project Manager working for the U.S. Army Military Surface Deployment and Distribution Command; Science & Technology Program Office within the Transportation Engineering Agency to apply new technology projects aimed at streamlining and/or improving mission effectiveness within the Command.

Duties

Designs and/or execute special technology insertion feasibility studies aimed at establishing productivity improvement for the transportation mission. Direct the development of overall plans, criteria and programming specifications. Oversee the collection, study and analysis of requirements ensuring mission and operation of Command is successful. Responsible for managing the design, development, testing, training, implementation, and enhancement of a product. Ensure product Research and Development (R and D) proposals allow for sufficient interoperability with existing or future SDDC/U.S. Transportation Command (USTRANSCOM) systems. Develop prioritization, schedules, and resource allocations of proposed products. Serve as the functional and technical manager responsible for planning and directing work of command staff elements and contractor personnel. Serve as project Contracting Officer’s Representative. Maintain contact with contracting offices during the formulation and execution of product and service contracts. Prepare written reports and gives presentations/briefings to the Commanding General and other high-ranking officials from both within and outside the Command.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
