About the Position: This is a Planned Management Action announcement, an upgrade of an encumbered position.
Duties
Develop procedures for processing all incoming and outgoing official mail, accountable mail, courier, and express mail.
Establish standard operating procedures and manages the Army Official Mail Cost Control Program.
Recommend alternative mail procedures to all customers to ensure most efficient and economical methods are used.
Provide technical leadership and direction to assigned Official Mail and Distribution Center (OMDC) personnel.
Ensure that Activity Mail Managers (AMM) are appointed in the various activities and are trained to execute assigned responsibilities.
Conduct average transit time checks for various classes of mail to identify problems in the postal service system or the mail and distribution systems.
Perform studies to research and evaluate mail processing procedures and equipment to recommend procurement of new equipment and/or implementation of new procedures to improve mail operations and service.
Analyze special projects submitted by directorates to inform the supervisor concerning significant trends impacting on the operations of the organization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent must possess and maintain a valid State Driver's License.
- Incumbent must be able to drive a motor vehicle up to 1 1/2 tons and must be able to acquire a government motor vehicle operator's license/certification.
- Position requires incumbent to stand for long periods of time and be able to lift up to 70 pounds.
- Pre-employment physical required as a condition of employment, prior to appointment, reassignment, or transfer, prior to reporting for duty. Subsequent annual physicals are required.
- Postal personnel opening registered official mail, certified mail, first class mail, or small parcel shipments in the United States will have an interim or fully adjudicated SECRET clearance. IAW AR25-51, 30 January 2023

Current Civilian Employees of the Organization
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience Required: One year of specialized experience which includes: 1) Distributing incoming official mail ; 2) providing information and customer service for an organization; 3) Assisting with providing program operations support for mail and military personnel functions within an organization; 4) Providing guidance and updates as policies and procedures change; 5) Processes outgoing mail; AND 6) Completes Reports in Automated Military Postal System. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07) or equivalent.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements.
