About the Position:
Serve as a Management Analyst who is responsible for enabling centralized and efficient execution of internal talent tasks, including administration, and talent development. The position is located in Arlington, VA.
Duties
Manage all civilian personnel actions from inception to completion.
Translate talent requirements into hiring requirements to meet organizational objectives.
Oversee both the onboarding and offboarding process for employees coming to or departing the organization.
Collaborate with internal stakeholders to identify current and upcoming talent needs, including additional capacity and new capabilities.
Participate in the department's strategic planning process for use in assessing performance improvement initiatives.
Provide advice to senior leaders in areas such as: manpower, staffing, and the Table of Distribution (TDA).

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes execute a variety of human resources functions in areas such as: staffing, retention, talent management, and/or performance management; provide strategic direction for the resolution of mission critical problems; participate in various short- and long-term studies to assess command-wide programs; and analyze initiatives to recommend viable strategies for implementing organizational changes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).

*Demo pay band position for NH-4: This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced. with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
