About the Position: Serves as the Quartermaster Training Specialist responsible for aiding the Commandant in managing the Logistics NCO Academy's resident training programs. Incumbent is also advisor to the Commandant and Deputy to the Commandant, Logistics NCOA, on Quartermaster Advance Leader Course and Senior Leader Course training related and administrative issues.
Duties
Serves as the Quartermaster Training Specialist responsible for aiding the Commandant in managing the Logistics NCO Academy's resident training programs.
Incumbent is also advisor to the Commandant and Deputy to the Commandant, Logistics NCOA, on Quartermaster Advance Leader Course and Senior Leader Course training related and administrative issues.
Performance of the work requires extensive technical managerial, knowledge of policies, objectives, and priorities governing training and training development processes and functions.
Incumbent is responsible for the establishment and management of resident training activities, their implementation and resolution of issues and problems with resident training programs.
Knowledge of principles and practices of Logistics subject matters.
Helps establish workload requirements, functional assignments and priorities for instructors.
Develops and justifies resource requirements and budget submissions to support workload and assists in making decisions to resolve conflicts in staffing, workload and other available resources.
Develops requirements for each POI, defining the equipment, aids, publications and other instructional needs for each block of instruction and forwards to responsible organization.
Monitors classroom presentation of instructors, comparing material presented and methods used against established POI's, lesson plans, etc.
Establishes NCOA's overall policy direction and priorities for training programs.
Reviews pertinent Field Manuals, Soldier's Manuals, technical materials and other related documents pertaining to topics in the NCOA curriculum.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the employee to travel away from the normal duty station up to 25% of the year.
- The employee may be required to work overtime.
- The employee may on occasion be required to work hours other than normal duty hours, which may include evenings, weekends or holidays.
- The incumbent may be required to participate in readiness tests, mobilization exercises, and field-training exercises.
- During field training exercises, mobilization or actual wartime conditions, incumbent may be required to live and work in difficult field condition in tents or shelters for a set period of time.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction such as: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s), manage/administer a training program, establish/maintain training safety and equipment maintenance protocols, develop/review training/course materials, aids, devices, etc. and evaluation of training results, or work in the occupation or subject-matter field of the position to be filled that required training, mentoring and/or instructing others on a regular basis. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in education or a subject area related to the position to be filled, such as, Logistics, Adult Learning & Leadership, or Education.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
