Duties

The primary purpose of this position is: To serve as a senior Air Force program analyst and to provide executive advisor services to the Director, Deputy Director, and Executive Director of the Air National Guard for all matters affecting the long range future of the Air National Guard, as well as, provide expert guidance and advice to the Chief, National Guard Bureau staff, Air National Guard Readiness headquarters staff, Headquarters Air Force and major commands (MAJCOM) and outside agencies as it pertains to Air National Guard activities. Develops, coordinates, and advises on issues impacting Air National Guard strategic long-range planning, force structure, force mix, future mission/operational plans and Congressional decisions. Prepares ANG Senior leaders for Congressional testimony, to include, development of written and verbal scripts for delivery to OSD and Congressional Committees. Reviews and provides comment on higher headquarters strategy documents, and edits, analyzes, and recommends strategic positions to senior leadership for decision on trends and policies affecting the future of the Air National Guard. Prepares and supports Senior ANG leadership engagements to ensure consistency of strategic communications and messaging, to include annual senior leader conferences and advisory groups. Maintains a continuous liaison with other Air Staff, service headquarters counterparts, DOD offices, other government agencies and private organizations on behalf of the Office of the Director Air National Guard.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

  • The employee must obtain and maintain a top secret security clearance.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Position may perform other related duties as assigned.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector) . Examples of specialized experience includes expert skill in planning, organizing, directing and identifying strategic touchpoints as it pertains to DoD, Air Force and National Guard policy development and various systems used for force information, organizational policies and security strategies. Comprehensive knowledge of the Federal, DoD, and Air Force/Air National Guard PPBE processes and a thorough knowledge of Air National Guard program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of strategy and planning actions as related to actual events. Knowledge of military command structure) missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Expert knowledge of how the US and State Governments work and interact with each other to include an extensive knowledge of Federal law; higher level DoD visions, goals, strategies, and concepts of 2lst century military operations; and, emerging technologies and potential application to the Nation Guard. Knowledge of the various command entities involved in overall planning and execution of operations and evaluations. High degree of skill in analyzing and comparing alternatives and courses of actions to produce fully justified options for presentation to higher levels of management for use in defending/influencing executive decisions. Ability to plan, organize, develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial Air National Guard resources, require extensive changes in established concepts and procedures, or may be in conflict with previous actions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Department of Defense Planning, Programming, Budgeting, and Execution System (PPBE) and the policy, procedures, and schedules for developing the Program Objectives Memoranda (POM) and Financial Plans in support of major war, mobilization, and other contingency and operational plans, as well as, Headquarters Air National Guard functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in subordinate organizations. Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of strategy and planning actions as related to actual events. Knowledge of the missions, roles, functions, organizational structures, and operations that govern and interface with HQ USAF customer requirements for identification of strategic and long-range management planning issues for inclusion in the PPBE process. Knowledge of a wide range of qualitative and/or quantitative methods and techniques for the assessment and improvement of management control systems, staff product and process/collaboration effectiveness. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior leader use and decision-making. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
