The primary purpose of this position is: to serve as a Program Analyst/Resource Specialist functions for 47th Cyberspace Test Squadron, applying cross-discipline knowledge and experience in program planning, acquisition, resource management and mission support operations of the developmental test SQ
Duties
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

MAJOR DUTIES
Plans, organizes, and directs the activities of the squadron procurement function, ensuring that the Squadron complies with legal and regulatory requirements and meets squadron and customer needs.
Serves as the organization's Contracting Officer's Representative (COR) Task Element Monitor (TEM) for program functional areas within the unit.
Serves management as a technical expert closely involved with high level program officials to maintain a thorough understanding of the Civilian Personnel, Human Resource Development, and Resource Management.
Responsible for the formulation, development, and execution of budgets, financial plans, and multi-year programs required to properly fund and meet program resource requirements.

- Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

Qualifications

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include Knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Employee should have knowledge of programmatic planning, acquisition, resource management and Commander required programs. This position requires programmatic skills to consolidate data from multiple disciplines and develop responses to senior leadership on behalf of the squadron commander.
NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of qualitative and quantitative techniques to apply DOD, Joint, and Air Force management principles and organizational theory concepts and methodologies, while applying financial management directives, concepts, procedures, guidance, and policy.
Knowledge of the organization, programs, missions, and functions of Air Force organizations to conduct studies to determine resource levels of the organization.
Knowledge of the Planning, Programming, and Budgeting System (PPBS) processes and procedures as they apply the Air Force, MAJCOM, NAF, Wing, Group and Squadron levels, to include accounting, budget and programming instructions, guidelines and policies while using automated management and budget systems.
Knowledge of the federal acquisition rules, external funding procedures and federal ethics and standards.
Knowledge of resource management principles and techniques as they relate to contracting operations, baseline funding and external customer.
Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.
Knowledge of security practices for ensuring the safeguarding of classified information
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
